Ordinance No. 68-49 CITY OF 'TIGARD, OREGON ORDINANCE' No.68- r � AN ORDINANCE EST115LISIIING A POLICE RESL:RVE FOR THE CITY OF TIGARD, DE;TEIMINING THE INEi43ERSHIP, DUTIES AND SUPERVISION TUEREOF AND COMPENSATION THEREFOR AND DECLARING AN E-MEI?GENCY. t 1 THE CITY OF TIGARD ORDAINS AS FOLLOWS: E Section 1: That there is hereby created an organization of police officers in the City of Tigard to be known as the "'TIGARD POLICE RESERVE", to be composed of a voluntary membership of not to exceed fifteen (15) members who small be under the jurisdiction and subject to duty on call of the Chief of Police of the City of 'Tigard. Section 2: iAembership in the Tigard Police Reserve shall be for an indefinite term. Such membership may be revoked at any time by the Chief' of Police for the good of the City or may be can- celled at any time by a member on written notification to the Chief of Police. Nembers shall be not less than twenty-one (21) years of age and not more than sixty (60) years of age. Their applications will b, a.pprov�d and confirmed 'y the Chief of Police, and each member must take the oath of office as prescribed by the City Charter. Section 3: The members of the Tigard Police Reserve shall furnish and maintain their own equipment and uniforms without expense to the City, except that the members of said organization shall be furnished by the City, free of charge, an official star or badge of appropriate design. Section 4: Except when on duty by call of the Chief of Police or other authority of the City of Tigard, the members of the Tigard Police Reserve shall perform no police functions other thaw thozc granted to a1_1 citizens of the State of Oregon by the lawca thereof. Section 5: Members of the Tigard Police Reserve shall at all times be subject to call and the performance of such police duties as may be assigned to them and shall report for duty at such intervals and times that shall be fixed or determined by order of the Chief of Police. Section 6: Nembers of the organization shall be subject to the orders of the regularly constituted authority of the City of Tigard and shall be directly responsible to the Chief of Police and under his jurisdiction and that of the other officers of the Police Department of the City of Tigard and of the Tigard Police Reserve. Members found guilty of insubordination or conduct unbecoming an officer, or who shall have been convicted of any crime involving moral turpitude, or who for any reason shall be regarded as unsatis- factory as a member of such organization, may be dismissed from service in the Tigard Police Reserve by the Chief of Police. Section 7: No official of the City of Tigard, whether appointed or elected, may be a member of the Tigard Police Reserve. Section 8: Upon termination of membership in theTigard Police Reserve for whatever reason, all property of the City of Tigard Page 1 ORDINANCE No.68 49 . f f ,l k in the possession of the retiring member shall be surrendered and delivered to such official as the Chief of Police shall designate to receive the same. Section 9: There may be appointed by the Chief of Police, a Lieuten- ant of the Tigard Police Reserve who shall riot 'Sj� an active member of the regular police force of the City, but shall be a member in good standing of the Tigard Police Reserve and shall, subject to regulations imposed by the Chief of Police, be the execu- tive officer of the Tigard Police Reserve. Additional Lieutenants and Sergeants may from time to time be appointed by the Chief of Police from members of the reserve to serve at his pleasure. Section 10: Members of the Tigard Police Reserve shall receive no compensation for their membership therein or while on duty as such unless special provision be made therefor by the City Council. Section_11: When serving on active duty at the call of the Chief of Police or other authority of the City of Tigard, members of the Tigard Police Reserve shall be e.,.titled to all the powers and privileges of a regular police officer of the City and subject to all the duties and regulations and responsibilities th-reof. The responsibility of citizens to assist police officers in pursuit of their duties shall apply to the members of the Tigard Police Reserve while on active duty in the same manner as to any other police officer. Section. _': Inasmuch as it is necessary for the peace, safety and welfare of the people of the City of Tigard that the Tigard Police Reserve be established with the least possible delay, ai emargenuy is hereby declared to exist, and this ordinance shall become effective upon its passage by the Council and signature by the Iilayor.
