Ordinance No. 65-25 E CITY OF TIGARD, 01-MON C.DIN_'IdCE 110. 65-25 a ADI OitDINAIJCE SETTING i11,1lsRING I-71TH 111SMT TO TUE Ai:U1 i L7,T10N OF A PORTION OF LANDS OF CO11D1OI7vWLTH PROPE:TI-4S, UC.,Itt THr SOUTH- WEST ONE-giT:1 TER OF SECTION 34, Tl,' , 11111H, W.M., CO.2.101 M, auV'O`MN All THE "C01$1401VE.ALTIi tN1171'i^,TION" 17Ii^F^AS, Petitions have been duly filed with the City ;recorder of Tigard for the annexation of certain lands described as follows: The South one-half of the Northeast quarter of the Southwest quarter and the North one-half of the Southeast quarter of the Southwest quarter of Section 34, Township 1 South, ange 1 tTest of the w.1,1. described wore particularly as foll.otas: Commencing at the quarter section corner on the north line of Section 3; runnin- forth 40 rods to the point of beginning; thence West 80 rods; thence North 80 rods; thence East 80 rods; thence South 80 rods to the place of heginnind, and to which the various owners of the Lands involved have con- sented to the annexation of the respective lands without submitting same to a vote; and WK-REAS, the said premises are not within the corporate limits of any other city, and lie wholly within the County of Washington, State of Oregon, and the whole of said area is con- tiguous to the City of Tigard, and it appears that of the total area, more than two-thirds of the landowners owning two-thirds or more of the area having two-thirds or more of the assessed value of all real property in said contiguous territory have con- sented to the annexation proposal; and WHEAF_AS, it appears that said area may lawfully be annexed without submitting the question to the registered votes of the city; NOW, THEREFORE, THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section 1: That the City Coll' of the City of Tigard does hereby declare its intention to annex to the City of Tigard, all lands bounded and described as follows: The South one-half of the Northeast quarter of the Southwest quarter and the North one-half of the Southeast quarter of the Southwest quarter of Section 34, Township 1 South, Prange 1 6Jest of the ' W.M., described more particularly as follows: Commencing at the quarter section corner on the North line of Section 3; ri?-ning North 40 rods to the point of beninning; thence West 80 rods; thence P North 80 rods; thence East 80 rods; thence South 80 rods to the place of beginning, K Page'1 - dP.DIIdANU NO. 65-25 Said annexation proposal to provide that beginning with the first fiscal year after annexation takes effect, the rate of taxation for city purposes on the property in said area proposed to be an- nexed shall be according to the following ratios: (a) Fiscal year 1966-67 - 25io ratio of the highest rate of to:,atior. ut Yli ogle for stick year for city purposes to other property within the city. (b) Fiscal year 1967-68 - 50% ratio of the hi-hest rate of taxation applicable for such year for city purposes to other property within the city. (c) Fiscal year 1965-69 - 75% ratio of the highest rate of to;cati.on applicable for such year for cit, purposes to other property within the city. (d) Eeginning with the fiscal year 1969-70 and thereafter said area shall. be sui,ject to the same -rate of taxation applicable each year for city purposes to other property in file city. Section 2: That the City Council of the City of Tigard does hereby elect to dispense with submitting the said annexation proposal to the registered voters of the City of Tigard. Section 3: That Monday, the 13th day of September, 1965, at the hour or 8:00 0'cloci r.ii. Election 4: That the City Recorder of the City of Tigard be and ;c, she is hereby directed to give notice of said hearing by publication once each week for two successive weeks, or three publishings, in all, prior to the date of said hearing, in the Tigard Times, a newspaper of general circulation in the City of Tigard, Oregon; and the City ecorder further be and she is hereby directed to post notices of said hearing in four (4) public places within the City of Tigard for a like period.
