AN ORDINANCE AMENDING THE TIGARD MUNICIPAL CODE (TMC) TO SPECIFICALLY
AUTHORIZE TI-3E USE OF COMMUNITY SERVICE OFFICERS BY ADDING NEW PROVISIONS
TO TMC SECTIONS 1.16.030 AND 10.32.030
WHEREAS,the City of Tigard has capable and qualified Community Service Officers trained in traffic and
parlhng regulations and various non-corfxontatiornal duties involving Municipal Code enforcement; and
WHEREAS, the use of Comrnimity Service Officers for such tasks will free up police officers for duties
requiring a higher level of law enforcement training; and
WHEREAS, the Municipal Code does not specifically authorize the use of Conunnunity Service Officers in
many situations for which they are well qualified.
NOW,THEREFORE, THE CITY OF TIGARD ORDAINS AS FOLLOWS:
SECTION 1: The Tigard City Council hereby amends Tigard Municipal Code Section 1.16.030 by
amenduig subsection (2) to read as follows with added language shown by an underline
of the language:
(2) "Code Enforcement Officer" meads the individual or individuals appointed or
designated by the Director of Community Development or the City Manager to enforce
the provisions of this chapter. For enforcement of Chapters 10.16 through 10.32 and
7.60 "code enforcement officer" also includes corainuniV service officers of the police
deparhnernt.
SECTION 2: The Tigard City Council hereby amends Tigard Municipal Code Section 10.32.030 by
adding the following subsection with added language shown by an underline of the
language:
d Officers of the police de artinent may issue citations for violations of Cha ters
10.16 d>zough 10.32 and Chapter 7.60. For the pMoses of this section, "officers"
includes police officers, reserve officers, non-sworn officers and community service
officers.
SECTION 3: This ordinance shall be effective 30 days after its passage by the Council, signature by
the Mayor, and posting by the City Recorder.
