This confirms that we received this morning a copy of a report dated Friday, August 22, 2003, from GeoPacific Engineering titled "Summary of.Geotechnical Observation of Rockery Wall Reconstruction and Pin Pile Placement, Lots 2, 3, and 8 - Erickson Heights, Tigard, Oregon." The report discusses the removal of the lowest original retaining wall on Lot #2, its replacement with an engineered wall approximately 8 feet high, and the removal or burial of most of the two middle original walls. The report concludes that "based on our observations, the walls were reconstructed in general accordance with our design and recommendations." That design was spelled out in GeoPacific's May 27, 2003 report. Based on this final assessment and acce e-by - the design engineer, we have issued a final approval of those walls under p mil SIT2002- 00028. �\ The retaining walls -in- question have now been brought in under permit with corrections made to them to the satisfaction of the responsible geotechnical engineer. Accordingly, the City considers the walls to now be in compliance with the requirements of the Oregon One and Two Family Dwelling Specialty Code. For your files, I have included a copy of the GeoPacific report. Thank you for your patience and your cooperation in resolving the issues pertaining to the walls on this lot. This brief letter is to verify that GeoPacific has inspected the reconstruction of the lower rockery walls on Lots 2 and 3 and pipe pile emplacement on Lot 8 at Erickson Heights In Tigard, Oregon. The above Reference 1 presents our recommended design considered applicable to Lots 2 and 3 and Reference 2 presents our recommendations for lateral support of the uppermost and upper - middle rockery walls on Lot 8 using 4 -Inch diameter pipe piles. LOTS 2 AND 3:The lower rockery wall on Lots 2 and 3 was removed and constructed to a maximum retained vertical height of approximately 8 feel on Lot 2 and 5 to B feet on Lot 3. Much of the upper middle and all of the lower - middle wall on Lot 2 was removed/or burled. Where the wail on Lot 3 is less than 7 feet tall, the new lower wall alignment is farther downslope and more than 6 feet horizontal of rook fill was placed behind the wall even though only 3 feet horizontal was considered necessary from the original design on the south facing portion of the reconstructed wall; therefore the extra width at rock backfill on this wall Is considered to more than offset the reduced wall height, from a slope stability perspective. Approximately 6 feet horizontal of rock backfill consisting of 4a -0 and reject rock was placed and compacted behind the newly constructed lower walls on Lots 2 and 3. Density tests on the reject rock placed behind the wall on Lot 2 are attached. The walls were inspected for materials used, subgrade bearing. keyway, and general conformance with our design. Based on our observations, the walls were reconstructed in general accordance with our design and recommendations. Project No. 03.8207 Lot S - Erickson Heights Rook Walls (4,000 lb) vibratory hammer attached to a trackhoe. The pipe piles were slightly battered (angled) in the downslope direction and the lower row of pipes were lagged with pressure - treated board and backfilled with concrete to the lower face of the boulders. Pile installation was observed by our representative. The first 3 to 7 feet drove with little resistance; therefore the plies were lengthened to feet from the original design of 10 feet. In our opinion, the pipe pile placement was constructed in general accordance with our design. ADDITIONAL COMMENTS: The homeowner on Lot 4 requested that we revisit her walls to observe groundwater seepage in the slope. Upon our visit, we did observe some water at the base of the keyway on the lower wall, but it appeared to be corning from the neighbor's irrigation system and not a natural spring. We have also reviewed the report by Patrick B. Kelly Associates (Reference 3 above). Mr. Kelly's work was to focus on the soil support beneath and around the swimming pool on Lot 3. Evaluation of swimming pool support was not a part of our work scope. At the City of Tigard's request, we have been asked to comment on the likelihood of filling after November 1999 around the pool. One of Mr. Kelly's conclusions Is that vegetation present in a photograph proved it unlikely that additional filling was performed after original development grading. Based on our discussions with Curtis Hientz, on the proposed grading per Harris McMonagle's plan, and on our understanding of why the rockery walls and terraced pool area were constructed specifically for the pool, it seems . unlikely that there was no additional filling in the pool shortly before of home and pool construction in the fall of 2000.. LIMITATIONS: The homeowners should be aware that severely uncontrolled and concentrated runoff, leaking water pipes, or other sources of potential localized slope saturation may reduce portions the wall Factor -of- Safety and could cause movement of any type of retaining wall. Some minor soil deformations may occur around the newly placed walls before the lateral soil forces are transferred and resisted by the walls. OREGON 1672 Willamette Falls Dr. West Linn, OR 97068 Re: Rockery Wall Construction with Associated Fill Dear Mr. Hunt, The rock retaining walls and associated fill for Lots 2, 4 -6 & 8 -10 have been reviewed and approved per the design by Carlson Geotechnical and your agreement with them to monitor placement of the walls and the compaction of the soils on a continuous basis. This agreement is a condition of approval of the plan review and is included as part of • the permit document package. Carlson Geotechnical shall submit daily field reports regarding drainage, wall base compaction, drainage, fill compaction, and fill slopes. At the end of construction on each lot, they must also submit a final summary report that verifies the compliance with their design and the acceptance of all supported fill at each retaining wall. This will assure the owners, developer and the City of Tigard that the terraced slope and its component elements are now and will be stable in the future. A City of Tigard Building Inspector will also make regular periodic visits once you have commenced work. Please notify Albert Shields as you begin work on each lot. His phone number. is 503 - 718 -2426. The fees for these permits reflect only those pertaining to issuing each permit, and do not include any investigation or penalty fees. This will be addressed under separate cover by Albert Shields who does our uniform code enforcement. Dear Robert: Thank you for your cooperation in taking steps to resolve the issues concerning the rockery retaining walls and fill on Lots #2 - 10 at Erickson Heights II. Permit applications and plans regarding the subject walls and fill have been received by the City of Tigard. The lot numbers, street addresses, and permit numbers are listed on the attached exhibit. The City recognizes this submission as meeting the timeline requirement set forth in the September 24, 2002 Notice of Violation letter sent to Renaissance but, as you know, the application and plans do not resolve or propose corrections regarding the issues raised about this site in that September 24 letter from the City, the September 17 report from Kleinfelder, Inc., or the October 21' report from Carlson. We will accept these plans as a pro -forma submission pending receipt of revised and updated plans upon which we will conduct a formal plan review. Please submit plans revised to address and correct the issues and concerns raised in the above letter and reports. We have not yet assigned a permit number to the application for lot #7, 10690 SW Kable. The two rockery walls on that lot were included in the original plans for the subdivision. If corrective work on those walls is required before the design engineer, Carlson, can verify the adequacy of their construction and issue a final acceptance letter, please let us know and we will issue a permit on this property. If Carlson is able to approve these walls as having been constructed in accordance with their original plans and will issue a final acceptance letter on them, specific for this lot, please forward that letter to us. Please note that the City's September 24 letter provided 30 days for submission of the permit applications and a total of 90 days or 60 days additional for completion of all corrections, including plan review, construction, inspection, and approval.
