January 19, 2004. This letter represents a summary of work observed and reported by PSI representative(s) and the

To the best of our knowledge, the special inspections referenced herein were performed by our firm in general
accordance with the requirements, approved plans and specifications, provided change orders that impacted plans
and /or specifications, and applicable workmanship provisions of the State Building Code and Standards.
