NONSTRUCTURAL INTERMEDIATE PANEL PORTAL FRAME v Oregon �A ��� Interpretive Ruling No. 97 -1 (First revision November 12, 1998) (Second revision December 04, 2002) WALL BRACING REQUESTED BY: The Structural Engineering/Lateral Force Committee REQUEST FOR RULING: An interpretive ruling is requested to clarify the provisions for and provide a portal frame alternate method for wall bracing in Section 602.10 of the 2000 edition of the Oregon One and Two Family Dwelling Specialty Code (Dwelling Code). CODE SECTION: 2000 edition of the Dwelling Code, Section 602. 10 and Table 602. 10. BACKGROUND: In response to a 1993 request for clarification of Interpretive Ruling 92 -11 related to wall bracing, the Lateral Force Committee addressed the issue with an alternate wall bracing method in Interpretive Ruling 93 -7. The alternate method was bases, on specific prescriptive provisions in the 1994 Uniform Building Code, which was not yet adopted in Oregon. The committee further modified the ruling in 1995 to eliminate the prescriptive provision for the use of roof and floor rotation, and to incorporate a new design provision for portal frames. The portal frame provisions were based on American Plywood Association (APA) Draft Research Report 156, Wood Structural Panel Sheathing for Narrow -Width Wall Bracing. The 2000 edition of the Dwelling Code includes alternate wall bracing provisions, and references the provisions of the 1998 Oregon Structural Specialty Code as approved alternate methods. Therefore, there is no need for the alternate wall bracing method in Interpretive Ruling 93 -7. However, the portal frame . provisions are deemed appropriate and useful for the building industry and code enforcement agencies. This ruling was first revised on November 12, 1998 which amended it to include the provisions for footing reinforcement across garage door openings. In order to respond to other inquiries and to make its foundation wall provisions consistent with similar other provisions of the dwelling code, this second revision is requested to be made to this ruling. This revision would amend the ruling to allow the construction of a 48 inches high foundation wall compared to a maximum 41 inches allowed at present. DISCUSSION: The Structural Engineering Committee has reviewed the proposed second amendment to this ruling and recommends its adoption. This Alternate Method only applies to one- and two - family dwellings that are three stories or less in height. FINDINGS: • 2000 edition of the Oregon One and Two Family Dwelling Specialty Code, Section 108, Alternate Materials and Systems, allows acceptance of an alternate method of design and or construction which achieves the intent of the code and provides equivalent effectiveness and safety for occupants and property. • This interpretation is authorized by ORS 455.060, Rulings on Acceptability of Materials, Designs or Methods of Construction, and Attorney General's Opinion OP -5208, issued October 1, 1981, which Page 97 -1.1 advised the statute permits authoritative interpretations of code requirements. • This interpretive ruling provides equivalent safety for occupants and property as required in the 2000 Oregon Dwelling Code. CONCLUSION: The Building Codes Structures Board accepts the recommendation of the Structural Engineering Committee, and the findings listed above. 1111A Theodore F. Argo III., 'r Date Building Codes Structu : oard RULING: The recommendations and findings of the Building Codes Structures Board are accepted and the following interpretive ruling that establishes an alternate method for 2000 Oregon One and Two Family Dwelling Specialty Code Section 602. 10 is adopted. • .fdl -eA-AA, g c ;L- ark Long Date Administrator, Building Codes Division PORTAL FRAME ALTERNATE METHOD This Alternate Method provides at least the equivalent effectiveness of wall bracing required in the 2000 edition of the Oregon One and Two Family Dwelling Specialty Code Section 602. 10 in residential structures three stories or less in height by use of a portal frame installed in accordance with the following requirements: SECTION 1- DEFINITIONS A portal frame wall constructed in accordance with these provisions may be substituted for any exterior braced wall line required by Section 602. 10 of the Dwelling Code. A braced wall line shall consist of braced and or alternate braced wall panels which meet the requirements for location, type and amount of bracing specified in Table No. 602. 10 and are in line or offset from each other by not more than 4 feet. Page 97 -1.2 • SECTION 2 - GENERAL DESCRIPTION A portal frame wall consists of one or more continuous headers and two or more structural panels, each of equal width and height, but not less than 22 -1/2 inches wide, and is attached to a reinforced concrete or reinforced masonry foundation. Except for the extended foundation system, the portal frame shall not contain vertical or horizontal bends, corners or offsets. In essence, the portal frame will be vertical, plumb and straight. SECTION 3 - DETAILED DESCRIPTION For the level immediately above the foundation of one- and two -story walls (Portal Frames are not allowed in three stoned structures and are limited to the first floors of single storied or two storied structures), the following provisions shall be followed for the use of a portal frame wall. The attached drawings, numbered 1 through 5, following this ruling are for reference only and are not a part of these provisions. A. The portal frame header shall be continuous and extend to the outermost edge of each supporting wall panel. The header shall be sized in all cases for all gravity loads, but in no case shall the header be less than a 4x12 nominal Douglas -Fir No. 2. B. The portal frame shall consist of one top plate located under the header, and two bottom plates, one of which may be the sill plate, and (2) 4x4 minimum uprights (studs) located one per end of each portal frame panel. Note: In no case shall the stud depth be less than the header width. Multiple members are not to be substituted. C. Except at properly braced gabled framing, the top of the header shall be located no more than one plate depth below the top of the wall. D. Each portal frame vertical 4x4 frame member shall be attached to the header with not less than (2) 1,000 -pound rated connectors, with one connector on each side of the vertical frame member. Each vertical 4x4 frame member shall be attached to the foundation with not less than (1) 4,800 -pound rated hold -down or anchor installed in accordance with the manufacturer's instructions. EXCEPTION: For the first story of two -story structures, each vertical 4x4 frame members shall be attached to the header with not less than (1) 4,000 -pound rated connector, with one connector on each end of each vertical frame member, or (2) 2,000 - pound rated connectors, with one connector on each side of each vertical frame member. Each vertical 4x4 frame member shall be attached to the foundation with not less than (1) 5,300 -pound rated hold down or anchor installed in accordance with the manufacturer's instructions. E. The portal frame panel face shall be not less than 3/8" CDX plywood or 3/8" WOOD STRUCTURAL PANEL SHEATHING. (STRUCTURAL USE PANEL SIDING IS NOT ACCEPTABLE.) The panel shall be attached at the top, bottom, sides and header /plate with 2 rows of 8d common nails spaced at 3" on center (0/C). Where two members occur (double bottom plate or single plate and header), one row of nails shall be applied to each member. Note: This face may occur on either side of the panel. EXCEPTION: For the first story of two -story structures, the panel face shall occur Page 97 -1.3 on both sides of the portal frame. F. The portal frame foundation system shall consist of a minimum 8" thick concrete or masonry wall, 17- to 48- inches tall measured from the top of the footing, reinforced with not less than (1) #4 horizontal reinforcement bar located within the top 2" of the wall. The wall shall be connected to a minimum 15 "X 7" continuous concrete footing, centered under the wall, by not less than (2) #4 vertical reinforcement bars with a minimum of a 6" hook located in the footing. The footing shall be reinforced with not less than (2) #4 continuous reinforcement bars located a minimum of 3" from the bottom of the footing, and the reinforcing bars shall extend not less than 10 feet beyond the structural wall panel on each side of the panel. At garage door and other door openings, a turned down slab on edge, of minimum size 12" x 12" with (2) #4 continuous bars lapped with the foundation reinforcement, may be provided across the opening, in lieu of the requirement for continuous footings. Where the frost depth is more than 12 inches, the greater depth shall be used for the turned down slab on edge. Reinforcement laps shall not be less than 12 inches. All reinforcement shall be supported in place as required by the Dwelling Code and the American Concrete Institute standard ACI 318, Building Code Requirements for Reinforced Concrete, and the American Concrete Institute /American Society of Civil Engineers/The Masonry Society standard ACI 530 /ASCE 5/TMS 402, Building Code Requirements for Masonry Structures. G. The portal frame panels shall not be spaced more than 25 feet on center. Where multiple frames are desirable an intermediate panel not less than 22 -1/2 inches wide and constructed as described above shall be provided. The frame spacing shall be not less than 8 feet or that which would allow the installation of one standard 8- foot -wide overhead door. Headers may be spliced at this panel provided that four 1,000# straps are installed over the splice parallel to the beams (two per side), and provided that two vertical 2x4s are installed centered under the splice joint (in addition to the required 4x4 vertical uprights).
