FINDINGS ABOUT SITE, SURROUNDINGS AND PUBLIC FACILITIES The hearings officer incorporates by reference the findings about the site and surroundings in Sections I and II of the City of Tigard Staff Report (the "Staff Report") and the agency comments in Section IV of the Staff Report. H. APPLICABLE APPROVAL STANDARDS AND RESPONSIVE FINDINGS The hearings officer incorporates by reference the approval standards and the findings in response to them in Section III of the Staff Report. III. HEARING AND RECORD 1. Hearings Officer Larry Epstein received testimony at the public hearing about this application on September 25, 1995. A record of that testimony is included herein as Exhibit A (Parties of Record), Exhibit B (Taped Proceedings), and Exhibit C (Written Testimony). These exhibits are filed at the Tigard City Hall. 2. At the hearing, city planner Will D'Andrea summarized the Staff Report. William Evans appeared on behalf of the applicant and accepted the Staff Report without objections or corrections. No one else appeared in person or in writing. IV. SITE VISIT BY HEARINGS OFFICER The hearings officer visited the site and surrounding area. He observed the existing access to and structures, vegetation, and grades on the site and adjoining property and the condition of the adjoining streets. V. CONCLUSION AND DECISION 1. The hearings officer concludes that the proposed Sensitive Lands Review complies with the applicable criteria and standards of the Community Development Code, provided development that occurs after this decision complies with applicable local, state, and federal laws. 2. In recognition of the findings and conclusions contained herein, and incorporating the Staff Report and other reports of effect agencies and public testimony and exhibits received in this matter, the Hearings Officer hereby approves SLR 95-0013, subject to the following conditions of approval: a. This development is within the 100-year floodplain. 1. SUMMARY OF THE REQUEST CASE: Sensitive Lands Review STAFF REPORT SLR 95-0013 SLR 95-0013 SUMMARY: A request for Sensitive Lands Review to construct a bridge over Fanno Creek, located on SW Durham Road. The bridge is located within the 100-year floodplain. East of SW 76th Avenue and west of SW 74th Avenue. APPLICABLE LAW: Community Development Code Chapter 18.84. Comprehensive Plan Policies 2.1.1, 3.1.1, 3.2.1, 3.2.2, 3.5.4, 4.2.1 STAFF RECOMMENDATION: Approval with Conditions. II. SITE AND VICINITY INFORMATION A. Background Information: HEARINGS OFFICER - SLR 95-0013 - DURHAM BRIDGE / ODOT Pagel • No other development applications have been filed with the City of Tigard. B. Site Information and Proposal Description: The area of the proposed work is east of the intersection of SW Durham Road and SW 76th Avenue and west of the intersection of SW Durham Road and SW 74th Avenue. The proposed work is on both sides of the bridge within the SW Durham Road right- of-way. No structures are located in the area with exception of the existing bridge and roadway. The applicant proposes to remove the existing bridge and replace it with a new 100- foot clear span structure. The bridge construction includes removal and fill within a floodplain and placement of riprap for slope protection. The proposal requires a sensitive lands permit as construction will take place within the 100-year floodplain of Fanno Creek. C. Vicini Information: The adjacent properties to the northwest are zoned R-12 (Residential, 12 units per acre), property to the northeast, south, and west are zoned I-P (Industrial Park). The surrounding area is developed with a mix of residential and industrial uses. III. APPLICABLE APPROVAL STANDARDS AND REQUEST EVALUATION A. COMMUNITY DEVELOPMENT CODE: Chapter 18.84 contains regulations for lands within 100-year floodplains that are subject to Sensitive Lands Review. Sensitive Lands Review of proposed developments in these areas is intended to implement floodplain protection measures and to protect rivers, streams and creeks by minimizing erosion, promoting bank stability, maintaining and enhancing water quality and fish and wildlife habitat, and preserving scenic quality and recreational potential. Section 18.84.015(E) requires Hearings Officer approval for a Sensitive Lands Permit within the 100-year floodplain. Chapter 18.84.040(A) states that the appropriate approval authority shall approve or approve with conditions an application request within the 100-year floodplain in HEARINGS OFFICER - SLR 95-0013 - DURHAM BRIDGE / ODOT Page2 • 0 subsections 18.84.015(B) and (E) based upon findings that all of the following criteria have been satisfied: 1. Land form alterations shall preserve or enhance the floodplain storage function and maintenance of the zero foot rise floodway shall not result in any encroachments, including fill, new construction, substantial improvements, and other development unless certified by a registered professional engineer that the encroachment will not result in any increase in flood levels during the base flood discharge. The applicant has submitted a Certification of a "No-Rise" Determination for a proposed floodway development in conformance with the requirements of the Federal Emergency Management Agency. The appendix of the Certification tabulates the results of the applicant's hydraulic analysis showing maintenance of the zero-foot rise floodway . Approximately 600 cubic yards of material will be placed within the limits of the floodplain. Floodplain storage will be mitigated by removal of an equivalent amount of material under the bridge and immediately southeast of the bridge. The proposed structure removes obstructions in the floodplain and improves conveyance of the floodway. 2. Land form alterations or developments within the 100 year floodplain shall be allowed only in areas designated as commercial or industrial on the comprehensive plan land use map, except that alterations or developments associated with community recreation uses, utilities, or public support facilities as defined in Chapter 18.42 of the Community Development Code shall be allowed in areas designated residential subject to applicable zoning standards. The Comprehensive Plan designation for this parcel is I-L (Light Industrial). 3. Where a land form alteration or development is permitted to occur within the floodplain it will not result in any increase in the water surface elevation of the 100 year flood. The applicant's hydraulic analysis indicates maintenance of the zero-foot rise floodway. 4. The land form alteration or development plan includes a pedestrian/bicycle pathway in accordance with the adopted pedestrian/bicycle pathway plan, unless the construction of said pathway is deemed by the Hearing Officer as untimely. The bridge will HEARINGS OFFICER - SLR 95-0013 - DURHAM BRIDGE / ODOT Page3 • • incorporate two shoulders suitable for bicycle traffic. SW Durham Road is not designated as a proposed pedestrian/bicycle path as contained in the Tigard Parks Master Plan. 5. The plans for the pedestrian/bicycle pathway indicate that no pathway will be below the elevation of an average annual flood. This proposal does not contain a plan for a pathway. The bikepath on the bridge will be above the elevation of the average annual flood. 6. The necessary U. S. Army Corps of Engineers and State of Oregon Land Board, Division of State Lands approvals shall be obtained. The applicant has states that a joint fill permit application for the Army Corps of Engineers and Division of State Lands is being processed. The applicant shall provide the City of Tigard a copy of that approved permit. 7. Where land form alterations and/or development are allowed within and adjacent to the 100 year floodplain, the City shall require the dedication of sufficient open land area within and adjacent to the floodplain in accordance with the comprehensive plan. This proposal is on public right-of-way and does not contain property which could be be dedicated for pathway purposes. Chapter 18.84.040(C) states that the Director shall approve or approve with conditions an application request for a sensitive lands permit within drainageways based upon findings that all of the following criteria has been satisfied: 1. The extent and nature of the proposed land form alteration or development will not create site disturbances to the extent greater than that required for the use. The disturbance is the minimum disturbance necessary to accomodate the bridge replacement. The replacement will increase the conveyance of the floodway along this section of the creek. 2. The proposed land form alteration or development will not result in erosion, stream sedimentation, ground instability, or other adverse on- site and off-site effects or hazards to life or property. During construction, erosion and sediment control will be applied in HEARINGS OFFICER - SLR 95-0013 - DURHAM BRIDGE / ODOT Page4 0 0 accordance with Unified Sewerage Agency requirements. Slopes steeper than 2:1 will be stabilized with riprap. Construction will require an erosion control plan, approved by the Engineering Department, in conformance with Unified Sewerage Agency Resolution and Order 91-47. 3. The water flow capacity of the drainageway is not decreased. The hydraulic analysis concluded that the capacity of the drainageway, as well as the flooplain will not be decreased or negatively impacted. 4. Where natural vegetation has been removed due to land form alteration or development, the areas not covered by structures or impervious surfaces will be replanted to prevent erosion in accordance with Chapter 18.100, Landscaping and Screening. The minimal amount of vegetation loss expected with construction will be replanted. Erosion control measures shall also be taken during construction. The applicants construction plans shall be reviewed and approved by the Engineering Department. 5. The drainageway will be replaced by a public facility of adequate size to accommodate maximum flow in accordance with the adopted 1981 Master Drainage Plan. This requirement is not applicable as the drainageway will not be impaired by the bridge's construction. 6. The necessary U. S. Army Corps of Engineers and State of Oregon Land Board, Division of State Lands approvals shall be obtained. As discussed in the previous section, permits have been applied for and a copy of the permits will be sent to the City. 7. Where landform alterations and/or development are allowed within and adjacent to the 100 year floodplain, the City shall require the dedication of sufficient open land area within and adjacent to the floodplain in accordance with the Comprehensive Plan. This area shall include portions of a suitable elevation for the construction of a pedestrian/bicycle pathway within the floodplain in accordance with the adopted pedestrian bicycle pathway plan. As discussed in the previous section, dedication is not required. HEARINGS OFFICER - SLR 95-0013 - DURHAM BRIDGE / ODOT Page5 0 0 Sensitive Lands: Section 18.84.040(B) states that the Director shall approve an application for sensitive lands permit on slopes of 25% or greater based upon findings that all of the following criteria have been satisfied: 1. The extent and nature of the proposed land use form alteration or development will not create site disturbances to an extent greater than that required for the use. As discussed in the previous section, the development is the minimum disturbance necessary. 2. The proposed land form alteration or development will not result in erosion, stream sedimentation, ground instability, or other adverse on- site and off-site effects or hazards to life or property. This project does not change on-site or off-site drainage. As discussed in the previous section, erosion control measures will be taken in accordance with U.S.A. standards. 3. The structures are appropriately sited and designed to ensure structural stability and proper drainage of foundation and crawl space areas for development with any of the following soil conditions: wet/high water table; high shrink-swell capability; compressible%rganic; and shallow depth-to-bedrock. The bridge is a 100 foot clear span design with two bents, one at each end, supported by pilings. The bridge span is supported at the top of the bank and will therefore be structurally stable. The banks of the creek shall be stabilized with riprap. 4. Where natural vegetation has been removed due to land form alteration or development, the areas not covered by structures or impervious surfaces will be replanted to prevent erosion in accordance with Chapter 18.100, Landscaping and Screening. As previously discussed, the minimal amount of vegetation loss expected with construction will be revegetated. Erosion control measures shall also be taken during construction. Chapter 18.84.040(D) states that the Director shall approve or approve with conditions an application request for sensitive lands permit within wetlands based upon findings that all of the following criteria have been satisfied: HEARINGS OFFICER - SLR 95-0013 - DURHAM BRIDGE / ODOT Page6 0 a 1. The proposed landform alteration or development is neither on wetland in an area designated as significant wetland on the Comprehensive Plan Floodplain and Wetland Map nor is within 25 feet of such a wetland. The site is within a wetland area but it is not designated as significant wetland on the Comprehensive Plan Floodplain and Wetland Map, nor is it within 25 feet of such a wetland. 2. The extent and nature of the proposed landform alteration or development will not create site disturbances to an extent greater than the minimum required for the use. The disturbance is the minimum disturbance necessary to accomodate the bridge at the top of the bank. The area of work is on the creek banks. 3. Any encroachment or change in on-site or off-site drainage which would adversely impact wetland characteristics have been mitigated. This project does not change on-site or off-site drainage. 4. Where natural vegetation has been removed due to landform alteration or development, erosion control provisions of the Surface Water Management program of Washington County must be met and areas not covered by structures or impervious surfaces will be replanted in like or similar species in accordance with Chapter 18.100, Landscaping and Screening. As previously discussed, the minimal amount of vegetation loss expected with construction will be revegetated. Erosion control measures shall also be taken during construction. 5. All other sensitive lands requirements of this chapter have been met. Other sensitive lands requirements have been met as addressed in this report. 6. The provisions of Chapter 118.150, Tree Removal, shall be met. The applicant has not provide information regarding the presence or removal of trees. The applicant shall apply for a tree removal permit for removal of trees greater than 6 inches in diameter. 7. Physical Limitations and Natural Hazards, Floodplains and Wetlands, Natural Areas, and Parks, Recreation and Open Space policies of the HEARINGS OFFICER - SLR 95-0013 - DURHAM BRIDGE / ODOT Pagel Comprehensive Plan have been satisfied. Applicable Comprehensive Plan Policies are satisfied as discussed, in Section B Comprehensive Plan Policies, below. B. COMPREHENSIVE PLAN POLICIES. 1. Policy 2.1.1 provides the City will assure that citizens will be provided an opportunity to participate in all phases of the planning and development review process. Policy 2.1.1 is satisfied because the applicant held a neighborhood meeting, notice of the application and public hearing on this item was provided to owners of property in the vicinity of the site and in a newspaper of general circulation. 2. Policy 3.1.1 provides that the City shall not allow development in areas meeting the definition of wetlands under chapter 18.26 or areas having slopes in excess of 25% except where it can be shown that established and proven engineering techniques related to a specific site plan will make the area suitable for the proposed development. (Note: This policy does not apply to lands designated as significant wetlands on the floodplain and wetlands map.) Policy 3.1.1 is satisfied because engineering techniques will make the site suitable for the proposed bridge and the applicable approval criteria for development in wetland areas have been satisfied. 3. Policy 3.2.1 provides that the City will prohibit any development within the 100 year floodplain that would result in any rise in elevation of the 100 year floodplain. Policy 3.2.1 is satisfied because this proposal will not result in any rise in the elevation of the 100-year flooplain. 4. Policy 3.2.2 provides that the City shall prohibit development in the floodway, except if the alteration preserves or enhances the function and maintenance of the zero foot rise floodway. Policy 3.2.2 is satisfied because this development will preserve the function and maintenance of the zero-foot rise floodway. 5. Policy 3.5.4 provides that the City provide an interconnected pedestrian/bikepath throughout the City. Policy 3.5.4 is satisfied because this bridge will accommodate a pedestrian/bikeway system. Policy 4.2.1 provides that all development within the Tigard Urban Planning Area shall comply with applicable federal, state and regional water quality standards. Policy 4.2.1 shall be satisified as construction shall comply with erosion control measures for the Tualatin River Basin. IV. AGENCY COMMENTS 1. The City of Tigard Engineering Department has reviewed the proposal and has provided the following comments: The CDC at 18.84.04A1,3 requires that the fill and bridge structure "shall preserve or enhance the floodplain storage function and maintenance of the zero- rise floodway shall not result in any narrowing of the floodway boundary" and "will not result in any increase in the water surface elevation of the 100-year flood". Moreover, the City's Master Drainage Plan recommends that "the existing zero-rise floodway ... should be used along this reach to ensure an adequate flow area for the 100-year flood". The applicant has submitted a Certification of a "No-Rise" Determination for a Proposed Floodway Development in conformance with the requirements of the Federal Emergency Management Agency. This Certification demonstrates compliance with the CDC and Master Drainage Plan by mitigating the placement of fill by removing an equivalent amount of material under the bridge and immediately southeast of the bridge. The proposed bridge will remove obstructions to flow and improve conveyance of the floodway. The appendix of the Certification tabulates the results of the Applicant's hydraulic analysis showing maintenance of the zero-foot rise floodway. 2. The City of Tigard Public Works Department, Building Division, Tigard Police Department, and Washington County Department of Land Use and Transportation have reviewed this proposal and have no objections to this proposal. 3. The Unified Sewerage Agency states that Fanno Creek is floodplain / floodway designated. Berm over waterline could cause violation of R&O 91-47/91-75, Chapter 6 sections 6.06 & 6.07. 4. GTE states that GTE has established work order 5460-71700IBP for the removal, temporary relocation and replacement of the telephone facilities across Fanno Creek on Durham Road. CONCLUSION AND RECOMMENDATION Staff concludes that the proposed impacts to Sensitive Lands Areas comply with the applicable approval criteria for issuance of a Sensitive Lands Permit. Staff recommends the approval of SLR 95-0013 subject to the following conditions : 1. Copy of the joint fill permit application for the Army Corps of Engineers and Division of State Lands. 2. Tree removal permit for trees greater than 6 inches in diameter. 3. An erosion control plan shall be provided and reviewed by the Engineering Department. The plan shall conform with Unified Sewerage Agency R&O 91-47. THIS APPROVAL SHALL BE VALID FOR EIGHTEEN MONTHS OF THE EFFECTIVE DATE OF THIS DECISION. The meting was a requirement by the City of Tigard. The meeting was attended by seven citizens of the area Opened the meeting with an overview of the purpose of the meeting (to discuss the plans for the bridge/Fanno Creek area) and a short history of the project and its funding. Jim Evans as Project Manager for the engineering consultant, W&H Pacific. Jim explained the planned improvements from hall to Upper Boones Ferry in general. He then explained, in detail, the planned improvements at the bridge and Fanno Creek area including the plantings in the floodplain mitigation area. There were no objections raised to the planned improvements for the sensitive lands area. The main questions concerned the timing of the project (i.e. how soon would we start and how long will the project take?). The Bridge construction includes removal and fill within a flood plain and placement of riprap for slope protection. A. The Hearings Officer shall approve or approve with conditions an application request within the 100-year floodplain based upon findings that all of the following criteria have been satisfied: 1. Land form alterations shall preserve or enhance the floodplain storage function and maintenance of the zero-foot rise floodway shall not result in any narrowing of the floodway boundary; Approximately 600cy of fill material will be placed within the limits of the floodplain. Floodplain storage will be mitigated by removal of an equivalent amount of material under the bridge and immediately southeast of the bridge. The proposed structure removes obstructions in the floodplain and improves conveyance of the floodway. The hydraulic analysis "Durham Road Bridge Crossing of Fanno Creek" shows the maintenance of the zero-foot rise in the floodway. 2. Land form alterations or developments within the 100-year floodplain shall be allowed only in areas designated as commercial or industrial on the comprehensive plan land use map, except that alterations of developments associated with community recreation uses, utilities, or public support facilities as defined in Chapter 18.42 of the Community Development Code shall be allowed in areas designated residential subject to applicable zoning standards; This is a public support facility, and as such is allowed. 3. Where a land form alteration or development is permitted to occur within the floodplain it will not result in any increase in the water surface elevation of the 100-year flood; See Item 1 above. • • • • 4. The land form alteration or development plan includes a pedestrian/bicycle pathway in accordance with the adopted pedestrian/bicycle pathway plan, unless the construction of said pathway is deemed by the Hearings Officer as untimely; The proposed improvements include a 5' bike land and 8' sidewalk on the new bridge section. 5. The plans for the pedestrian/bicycle pathway indicate that no pathway will be below the elevation of an average annual flood; i The proposed bridge:imish=grade is above elevation 133.3. The$ 100-year floodplain is elevation 128.3, therefore, the pedestrian/bicycle pathway is above the average annual. 6. The necessary U.S. Army Corps of Engineers and State of Oregon Land Board, Division of State Lands approvals shall be obtained. A joint fill permit application for the U.S. Army Corps of Engineers and the State of Oregon Land Board, Division of State Lands is being processed. 7. Where land form alterations and/or development are allowed within and adjacent to the 100-year floodplain, the City shall require the dedication of sufficient open land area within and adjacent to the floodplain in accordance with the comprehensive plan. This area shall include portions of a suitable elevation for the construction of a pedestrian/bicycle pathway within the floodplain in accordance with the adopted pedestrian/bicycle pathway plan. Floodplain area within the immediate vicinity of the Fanno Creek floodplain is to be dedicated public right-of-way. B. The Director shall approve or approve with conditions an application request for a sensitive lands permit on slopes of 25 percent or greater or unstable ground based upon findings that all of the following criteria have been satisfied: 1. The extent and nature of the proposed land form alteration or development will not create site disturbances to an extent greater than that required for the use; The area of work is on the creek banks. The alteration is to accommodate the new bridge, provide riprap on the bank and to mitigate storage fill volumes due to the widening of Durham Road. 2. The proposed land form alteration or development will not result in erosion, 2 • • • 0 stream sedimentation, ground instability, or other adverse on-site and off-site effects or hazards to life or property; During construction, erosion and sediment control will be applied in accordance with U.S.A. current standards. Riprap aprons vU be provided under the bridge area above the normal high waterline. Slopes steeper than 2:1 will be stabilized with Rprap. 3. The structures are appropriately sited and designed to ensure structural stability and proper drainage of foundation and crawl space areas for development with any of the following soil conditions: wet/high water table; high shrink-swell capability; compressible/organic; and shallow depth-to- bedrock; and The bridge is a 100-foot clear span design with two bents, one at each end, supported by pilings. Removal of the existing bridge and construction of the new clear span structure will improve stability and drainage. 4. Where natural vegetation has been removed due to land form alteration or development, the areas not covered by structures or impervious surfaces will be replanted to prevent erosion in accordance with Chapter 18.100, Landscaping and Screening. The loss of vegetation will be minimized. See the planting and grading plan for revegetation. C. The Director shall approve or approve with conditions an application request for a sensitive lands permit within drainageways based upon findings that all of the following criteria have been satisfied: 1. The extent and nature of the proposed land form alteration or development will not create site disturbances to the extent greater than that required for the use; The area of work is on the creek banks. The alteration is to accommodate the new bridge, provide rip-ap on the bank and to mitigate storage fill volumes due to the widening of Durham Road. 2. Where natural vegetation has been removed due to land form alteration or development, the areas not covered by structures or impervious surfaces will be replanted to prevent erosion in accordance with Chapter 18.100, Landscaping and Screening; The loss of vegetation will be minimized. See the planting and grading plan for revegetation. 5. The drainageway will be replaced by a public facility of adequate size to accommodate maximum flow in accordance with the adopted 1981 Master Drainage Plan. The proposed improvement is adequately sized to accommodate maximum flow. 6. The necessary U.S. Army Corps of Engineers and State of Oregon Land Board, Division of State Lands approvals shall be obtained. The alteration is to accommodate the new bridge, prove riprap on the bank and to mitigate storage fill volumes due to the widening of Durham Road. 3. Any encroachment or change in on-site and off-site drainage which would adversely impact wetland characteristics have been mitigated; This project does not change on-site or off-site drainage. 4. Where natural vegetation has been removed due to landform alteration or development, erosion control provisions of the Surface Water Management program of Washington County must be met and areas not covered by structures or impervious surfaces will be replanted in like or similar species in accordance with Chapter 18.100, Landscaping and Screening; The loss of vegetation will be minimized. See the planting and grading plan for revegetation. 5. All other sensitive lands requirements of this chapter have been met; This narrative responds to Section 18.84.40 Approval Standards in its entirety. 6. The provisions of Chapter 18.150, Tree Removal, shall be met. The area of disturbance can be considered developed residential land since no further development can occur in this area; therefore, this area is excluded from the Tree Removal Chapter. 7. Physical Limitations and Natural Hazards, Floodplains and Wetlands, Natural Areas, and Parks, Recreation and Open Space policies of the Comprehensive Plan have been satisfied. Project Description: The project will widen a two-lane road with inadequate shoulders, and replace a narrow five-span, wood-piling supported bridge with a modern road with two 12'travellanes, a 14' center turn lane, 5' bike lanes and 6.5' sidewalks. The proposed bridge will be a clear span with abutment in the same location as existing. The area around the abutment will be protected with Class 700 riprap, which will extend 3' below OHW (120'). An area of about 4,000 square feet of stream bank downstream from the bridge will be graded down to OHW to mitigate the floodplain impacts of the new embankment. It flows into the Tualatin River about a mile below the project. The creek has a mean annual flow of 64 c.f.s. in the project area. Flow and water quality vary widely depending on rainfall events due to the urbanized nature of the watershed. The stream is deeply incised, with a narrow but fairly undisturbed riparian zone including the following species: Oregon ash, red alder, big-leaf maple, western wahoo, and hazelnut. Himalayan blackberry and reed canarygrass dominate a more disturbed area. Wildlife use includes ducks and songbirds. Such riparian zones typically function as a mitigation corridor for mammals such as raccoon and opossum, which are adapted to an urbanizing environment. There are no wetlands in the project area. Wetlands have been identified beyond the project boundaries (see attached sheet). Resource Replacement Mitigation Describe measures to be taken to replace unavoidably impacled wetland resources Removal of woody vegetation will be minimized within 60' of OHIV. Where complete removal is unnecessary, e.g. for construction access, above-ground portions of trees and shrubs will be trimmed off so as to allow natural regeneration. The creek bank grading area and other disturbed areas outside the toe of the riprap will be seeded with grasses and planted with native shrubs and trees. The proposed structure is a simple 100 foot clear span over the existing channel. No constriction to the flow is proposed since abutment locations will not change. A hydraulics report is required to evaluate the impacts of the proposal. This report will document compliance with the City of Tigard's "no-rise" floodplain criterion. Specifically, it addresses chapter 18.84.040, Approval Standards of the City's Sensitive Lands ordinance. These standards require that developments within the floodplain shall not increase the water surface (subsections A 1 and 3). Methodology This analysis used the Federal Emergency Management Agency's (FEMA) standards for a "no-rise" determination. This involves preparation of three hydraulic models to demonstrate the following: Verification - this model will duplicate the effective Flood Insurance Study (FIS) model. Existing conditions - the verification model modified to reflect conditions prior to the project. Proposed conditions - the existing conditions model revised to reflect the completed project. Computer modeling was performed using the HEC-2 (v4.6.2, Haestad Methods Implementation 6.52) computer program. This program was developed by the Corps of Engineers (COE) Hydraulic Engineering Center (IBC) in Davis, California. The following sections describe the application of this methodology and results. Verification The model for the effective FIS was obtained in digital form from the Corps of Engineers Portland, Oregon office. It is dated June 1980 with a revision in October 1983. The entire model (sections 0.020 tlirough section 13.064) was run for this analysis. Figure 1 is a Vicinity Map showing the project location. Figure 2 is a portion of the effective FIS map wluch shows the Durham Road crossing ofFanno Creek. Table 1, Fanno Creek Model Comparisons, tabulates the FIS values and the results of the verification run. The results show excellent correlation between the published values and the model obtained from the Corps. A floppy disk is provided which contains all the models used in this analysis. The verification run is titled FNO_DUP.HC2. • • Existing Conditions • • A review of the effective FIS model raised concerns regarding the bridge section used. Figure 3, Cross Sections, compares the effective section with actual survey data. It can be seen that the surveyed section contains significantly less area than the effective FIS section. The effective FIS model, then, was revised to reflect existing conditions. The revisions are listed below: Revisions to Effective FIS to Reflect Existing Conditions. • Archival records were changed to indicate that the model was revised by W&H Pacific. • Section number 1.43 was changed to section number 1.431. • GR cards at section 1.431 were changed to reflect surveyed geometry. • X1 card at section 1.431 was changed to reflect the revised GR data. These changes included left and right bank station offsets. The vertical adjustment factor was deleted. • NH card was revised for section 1.431 to match the new GR data. Roughness coefficients were not changed. • Section number 1.44 was changed to section number 1.441. • NH card for section 1.441 was changed to reflect the GR data entered at section 1.431. • BT stations for section 1.441 were revised to match the GR data. • SB card for section 1.441 was revised as follows: bottom width (BWC) was changed to 26.85 from 20; open area (BAREA) was changed to 727 from 830; side slopes (SS) were changed to 2.0 from 2.09; and, the inverts (ELCHU and ELCHD) was changed to 116.9 from 1115.0. • The vertical adjustment factor at section 1.441 was deleted. • The low chord elevation (ELLC) of the bridge was changed on the X2 card to 130.4 from 130.7. Table 1 provides a summary of results for the existing conditions model. The summary shows the water surface is higher than the effective FIS model. This effect extends for approximately 1.9 miles upstream. A copy of the existing conditions model is provided on the disk enclosed as FNO XTG.HC2. Proposed Conditions The Durham Road Project will, among other things, replace the bridge which currently crosses Fanno Creek. The existing bridge is a five span structure with four piers in the floodplain. The proposed bridge will be a clear span with abutments at the same location. The new bridge will be signiricantly higher to improve vertical roadway alignment. The Durham Road Project also widens the existing roadway surface. Figure 4, Proposed Bridge Crossing at Fanno Creek, is a topographic survey showing existing and proposed conditions. The City of Tigard's Sensitive Lands Ordinance requires mitigation of fill plated within the floodplain (18.84.040A1). Portions of this fill are mitigated by cutting overbank areas under the bridge. Roughness coefficients were not changed. • Section number 1.44 was changed to section number 1.441. • NH card for section 1.441 was changed to reflect the GR data entered at section 1.431. • BT stations for section 1.441 were revised to match the GR data. • SB card for section 1.441 was revised as follows: bottom width (BWC) was changed to 26.85 from 20; open area (BARER) was changed to 727 from 830; side slopes (SS) were changed to 2.0 from 2.09; and, the inverts (ELCHU and ELCHD) was changed to 116.9 from 115.0. • The vertical adjustment factor at section 1.441 was deleted. • The low chord elevation (ELLC) of the bridge was changed on the X2 card to 130.4 from 130.7. Table 1 provides a summary of results for the existing conditions model. The summary shows the water surface is higher than the effective FIS model. This effect extends for approximately 1.9 miles upstream. A copy of the existing conditions model is provided on the disk enclosed as FNO_XTG.HC2. Proposed Conditions The Durham Road Project will, among other things, replace the bridge which currently crosses Fanno Creek. The existing bridge is a five span structure with four piers in the floodplain. The proposed bridge Neill be a clear span with abutments at the same location. The new bridge will also be significantly higher to Lnprove vertical roadway alignment. The Durham Road Project also widens the existing roadway surface. Figure 4, Proposed Bridge Crossing at Fanno Creek, is a topographic survey showing existing and proposed conditions. The City of Tigard's Sensitive Lands Ordinance requires mitigation of fill placed within the floodplain (18.84.040A1). Portions of this fill are mitigated by cutting overbank areas under the bridge. Figure 3, Cross Sections, provides a section showing proposed conditions. The proposed conditions model changes the existing conditions model to reflect the project. The primary changes involved revising the bridge opening to reflect the new construction. Specific changes are as follows: • Archival records were changed to indicate that the model was revised by W&H Pacific. • X1 for section 1.431 was revised to indicate a shorter reach length downstream. Bank stations were also changed on this card to reflect the new GR data set. • GR cards for section 1.431 acre revised to reflect the proposed opening configuration. • X1 for section 1.441 was revised to indicate the new longer reach length. • NH cards for both 1.431 and 1.441 wcre revised to reflect the revised GR stations. `N' values were also lowered on section 1.441 to 0.06 from 0.075 in the overbank area.
