05- 28 -08: Structural Steel
As requested, CTI representative was on site for special inspection of structural steel to ORS and
design requirements. Previous inspections verified welding at all locations of moment frames in the
north wall except for the shear plate connection, detail 1 on page 16.
Engineer's previous review will allow a 50% inspection. Visual inspection of the east connection
reveals that standard machine bolts have been substituted for high strength A325 bolts and that
there is no indication that the vertical edge of the shear plate has been welded.
See Incompleted Items List (NCL) attached. The following non - complying item was observed:

welded (detail 1 on page 16).

SUBJECT: Steel Moment Frame.
Per Carlson Testing's field report dated 5 - 28 - 08, there does not appear to a weld
connecting the shear plate to the horizontal member, and the High strength bolts,
were installed as machine bolts.
Discussion: The bolts are or y for temporary restraint, while the frame is being
erected, so this is not an important factor. However the vertical weld connecting the
. shear plate to the horizontal member Is important. The Horizontal member is
connected to the vertical frame in three ways. The top and bottom flanges are
connected to resist the moment. The web is fillet welded to the vertical member on
one side. The web is welded to the shear; plate, which is in turn welded to the
vertical member, Both of these web welds are to transfer the shear. The missing
weld means we are missing half of our sheer connection. In this case the shear
requirement is rather low, and the one fillet weld from the web to the vertical member
is enough to transfer the shear.
Conclusion: The frame does not need additional welding. or the bolts replaced.
