Dear Mr. Barnett:
This letter is intended to notify the City of Tigard that Zipper Zeman Associates, d.b.a. Ten
and our subcontractor, Carlson Testing, Inc. will be providing construction observation services
for the WinCo Foods Store Addition.
Special Inspections and Structural Observations in accordance with the Oregon Structural
Specialty Code 1704 (with the exception of 1704.7), 1705, 1707, 1708, and 1709 will be
performed by CTI under the supervision of Mr. Steven Leach, P.E. CTI is an OBOA certified
agency. The inspection services for earthwork and foundation soil observation and testing,
section 1704.7, will be provided by Terracon under the supervision of Andrea F. Kuehnel, P.E.
