This letter is to certify that all requirements of building permit BUP2004- 00496, issued for a
building shell, have been completed. The final inspection was performed and approved on
September 28, 2006, by inspectors from the City of Tigard. No tenant spaces are included in
this permit, nor shall any tenant improvement be occupied until such time as each space is
approved by final inspection of its specific permits, approved for the use intended and
provided with a Certificate of Occupancy.
The City neither guarantees nor warrants to the owner, occupant or any other person that
this letter evidences strict and complete compliance with each and every ordinance or
regulation of the City or the State of Oregon affecting the construction or use of said
structure or the land upon which it is situated. Such compliance is the responsibility of the
owner and /or occupant of the premises.
This letter certifies only that the work covered under the permit number listed above has
been completed. It is not permission to occupy tenant spaces.

The plan review was performed under the State of Oregon Structural Specialty Code (OSSC)
1998 edition by Burrows Consulting Services, Inc. The submitted plans are approved
subject to the following conditions.
1. Special Inspection: Special inspection is required for items listed on Burrows
Consulting review document dated 11/26/04 item # 18. The special inspection
agency of record shall furnish inspection reports to the Architect of Record, the
General Contractor, and the City of Tigard, Building Division, attention Hap
Watkins. All discrepancies shall be brought to the immediate attention of the general
contractor for correction. The special inspector shall submit a final signed report
stating whether the work requiring special inspection was, to the best of the
inspector's knowledge, in conformance with the approved plans and specifications
and the applicable workmanship provisions of the code. 1701.3 OSSC
2. American with Disabilities Act (ADA): It shall be the responsibility of the
Architect, Engineer, Designer, Contractor, Owner and Lessee to research the
applicability of the ADA requirements for the structure. The City of Tigard reviews
the plans and inspects the structure only for compliance with Chapter 11 of the OSSC
which may not include all of the requirements of the ADA.
Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall
be maintained on the jobsite. The plans shall be available to the Building Division inspectors

Certificate of Occupancy: No building or structure shall be used or occupied until the
Building Official has issued a certificate of occupancy 109.1 OSSC
Premises Identification: Approved numbers or addresses shall be provided for all new
buildings in such a position as to be plainly visible and legible from the street or road
fronting the property.
When submitting revised drawings or additional information, please attach a copy of the
enclosed City of Tigard, Letter of Transmittal. The letter of transmittal assists the City of
Tigard in tracking and processing the documents.

1. Indicate all set -backs from property lines to the exterior walls of the
building.
2. Plumbing, mechanical and electrical plans to be submitted for
separate reviews and permits as deferred submittals.
3. Approved address numbers shall be painted or affixed to the front of
the building in a contrasting and highly visible color. The numbers
shall not be less than six (6) inches in height and shall be affixed

4. Provide a guardrail detail. The open space between the
intermediate or ornamental pattern of guardrails shall be such that a
4 -inch diameter sphere cannot pass through. (509.2 & 509.3)
5. Guardrails and their connections shall be designed for a lateral load
of 50 pounds per foot applied horizontally at right angles to the top
rail. (Table No. 16 -B) Provide calcs for review.
6. Draft stops shall be installed in attics, mansards, overhangs, false
fronts set out from walls and similar concealed spaces of buildings
where an automatic sprinkler systems is not installed throughout, so
that the area between draft stops does not exceed 3,000 sq. ft. and
the greatest horizontal dimension shall not exceed 60 feet.

Draft stopping materials shall not be less than 1/2 -inch gypsum
board, 3/8 -inch plywood, 3/8 -inch Type 2 -M particleboard or other
approved materials adequately supported. Openings in the partitions
shall be protected by self - closing doors with automatic latches
constructed as required for the partitions. Ventilation of concealed
roof spaces shall be maintained in accordance with 1505.

7. Fireblocking shall be installed in the following locations:

1. In concealed spaces of stud walls and partitions, including
furred spaces, at the ceiling and floor levels and at 10 -foot
intervals both vertical and horizontal.
2. At all interconnections between concealed vertical and
horizontal spaces such as occur at soffits, drop ceilings and
cove ceilings.
3. In concealed spaces between stair stringers at the top and
bottom of the run and between studs along and in line with
the run of stairs if the walls under the stairs are unfinished.

8. Portable fire extinguishers shall be provided and installed as required
by applicable standards and as directed by the authority having
jurisdiction. (Uniform Fire Code)
9. The hand grip portion of handrails shall be not less than 1 1/4 inches
nor more than 2 inches in cross - sectional dimension or the shape
shall provide an equivalent gripping surface. Ends shall extend not
less than 12 inches beyond the top and bottom risers and ends shall
be returned or terminate in newel posts or safety terminals.

10. The highest operable part of environmental and other controls,
dispensers, electrical and communication system receptacles on
walls and other operable equipment shall be within at least one of
the reach ranges specified in Section 1109.2, and not less than 36
inches above the floor. Electrical and communications system
receptacles on walls shall be mounted no less than 15 inches above
the floor. (1109.3.2)
11. Provide accessible signage for the restroom doors.
12. Stair nosings shall be flush and rounded to a radius of 1/2 inch
maximum. Risers shall be sloped, or the underside, of the nosing
shall have an angle of not less than 60 degrees from the horizontal.
Nosings shall project no more than 1 -1/2 inches. (1109.8.3)
13. Hot water and drain pipes exposed under lavatories or sinks shall be
insulated or otherwise covered. There shall be no sharp or abrasive
surfaces under lavatories. (1109.10.7.4)
14. Provide details of the roof access ladder for review.
15. Submit the Oregon Energy Compliance Forms for review (exterior
envelope) (1311.2)
16. The design of the roof trusses (tile roof) was not submitted with the
plans and is not included in this plan review. Roof trusses are re-
quired to be designed by an Oregon registered engineer or architect.
When the truss supplier is selected, submit the structural drawings
and design calculations for review to the City.
17. Enclosed attics and enclosed rafter spaces formed where ceilings
are applied directly to the underside of roof rafters shall have cross
ventilation for each separate space. The net free ventilating area
shall be not less than 1/150 of the area of the space ventilated.
Exception: The area may be 1/300 of the area of the space
ventilated provided 50% of the required ventilating area is provided
by ventilators located in the upper portion of the space to be
ventilated at least 3 feet above eave or cornice vents with the
balance of the required ventilation provided by eave or cornice vents.
(1505.3) All venting can be at the perforated aluminum soffits if the
area is adequate. Please verify.
18. Special Inspections: In addition to the standard building
inspections associated with this project, special inspections are
required as outlined in Chapter 17 and as specified by the
architect/engineer of record. Special inspections shall be provided
for, but not limited to, the following:
Reinforced Concrete with Design Strengths > 2500 psi
Placement of Reinforcing Steel
Adhesive Anchors
The architect or engineer of record shall identify and assign other
disciplines for special inspection as deemed appropriate. An
approved Special Inspection Agency shall be employed by the
owner or the engineer of record acting as the owner's agent.
19. Anchor ties for masonry and stone veneer not exceeding 5 inches in

thickness shall be spaced so as to support not more than 2 square
feet of wall area but not more than 24 inches on center horizontally.
Anchor ties shall be corrosion resistant, and if made of sheet metal,
shall have a minimum size of No. 22 gauge by 3/4 inch or, if of wire,
shall be a minimum of No. 9 gauge. Anchor ties in Seismic Zone No.
3 shall have a lip or hook on the extended leg that will engage or
enclose a horizontal joint reinforcement wire.of No. 9 gauge or
equivalent. The joint reinforcement shall be continuous with butt
splices between ties permitted. (1403.6.4.2) The note on detail 6/8
does not include all the requirements of this code section.
20. Submit structural calcs for the site and building retaining walls. See
details 3/8 and 7/8.

23. Provide gravity load calcs for all concrete pier pads.
