Planning Commission. it,r'•, FROM: Planning Department ,e:„,, SUBJECT: Proposed Revision of Floodplain Ordinance { -it DATE: January 17, 1978 .E` { it' ",,,,l':': lYyye; 17,,",, As first identified in the Environmental Design and Open Space Plan adopted /,''I last summer,' the maps officially referenced 'in the floodplain ordinance (Chapter ,. 18.57) are not as accurate as those available. The City topography maps are two orders of magnitude more detailed than the set produced by the Washington '"r g p y g ",)Y.,,,,` County Public Works Department which are now the legal basis for determining f the location of the fod plain. '. The Planning Commission has, in the actual application of Chapter 18.57, relied a, z?°; upon the City's flood plain maps, which •are based on essentially the same ,,, data (eg., Corps of Engineers, county Public Works Department, etc.) as the ,.R')sj. official maps. This procedure has been legally suspect and creates the ., ,,,tti . 1 , potential for confusion and even litigation. , ,, (,,, The Washington County Public Works Department has acknowledged the superiority of the City topography maps for delimiting the` floodplain, and has in fact . ` _ assisted City staff in more precisely locating the floodplain on our maps } d4,,,, in some areas. The National Flood Insurance Administration has also accepted ; the 'City staff's mapping of the floodplain as the most accurate in the x+i,'r establishment of areas eligible for flood insurance tit, to+ .:. - ,` /'::•'.., The Planning Department therefore recommends adoption of the attached ordinance,{-',"` amending the definition of the floodplain through a change in the official floodplain maps. ti, "r,t s, y S i 1 x1'!2. 1, E $, r r 1 1 td Q21 v 5.1 ,.,,,,,,.\:::: 2' 1 Zi X?
