Although I know there are several letters out- standing from surrounding neighbors, the issue has been decided in favor of a zone change from R-10 to R--7 I think it,t.in appropriate that a final decision has been made dispite the fact that notification to landowners stated and 1,-;':, implied that their responses would be taken into consideration. The planning staff and ,e. commission addressed the issue as if it WoUld be a financial hardship on the , developers and holders of previously zoned R-7 property if approvals were re- ,,.../.., versed. O. Box 23397 Tigard, Oregon • Dear Mr. Mbnahan, I am writing to register my formal objectioi! to the proposed zone change that is scheduled for hearing on June 7th at Fowler Jr. High School. My wife and I are owners of Tax Lot, 4901 which is adjacent to the Janzen development on McDonald Street. I am opposed to the high density zone change in violation of the comprehensive plan. I am also opposed to the inclusion of lot 4901 as R-7 classification. It has been my intention to green-belt that lot and set it aside for agricultural purposes. It is land locked and is used as pasture, orchard and garden space. We neither have sewer, water, power or street access. I feel that the high density application proposed is a poor use of the property and will severly impact the property values of present landowners. I have lived at my present address for 14 years and moved to Tigard in order to have some open • 4 . space and live in a suburban residential setting. In that time frame I've seen , . the property density increase dramatically. The Janzen property was originally offerred to me for sale, approximately 8 to 10 years ago with a home and 41/2 acres for approximately $150,000.00. Every few years the price has been kicked up but never sold. More recently this parcel of land WES plotted and two homes were sold off. The remaining lots (17) are valued at approximately $20,000.00 each and are rapidly being developed, Apparently ap proVal for R-7 was given these people. After the fact,the city is now planing • on amending the Zone to R-7 in violation of the comprehensive plan. We are a • nation, state, city and county of laws. Change the incorrect actions, not the laws. I suggest that no mistake has been made. If one has, correct it in favor $ 4 of the comprehensive plan. Until the comprehensive plan i8 changed than the property in question should remain low density. I have per8onal1y contacted every neighbor I know in the contialzUs area and am disturbed to learn that the impression your notice gives)is that the city is requesting the one change in behalf of the property owners affected. • • • • • Page 2 The real truth is exactly the opposite. Every person I have talked to, thus far, is Opposed to this high density change. In fact, the previous zone changes should not have been allowed and should be reversed. Certainly, previous mis- takes or undesired or improper zone approvals should not be used as a precedent for further high density applications. The section of property being developed has been an uneconomic poor plan from the outset. I've been opposed in the past because of the high density, impact * on surrounding property and contrast to existing homes. Because the developer had no sewage access and didn't want to wait for it the developers put in a sewer LI.D. which was outrageously expensive. Now because they have so much money tied up they have to request higher density to make the project economic. I submit that it was a poor plan from the outset. The neighbors and long time property owners of the area should not have to bear the impact of the emotional and economic costs this development will bring. I intend to appear in person at the hearing and will urge my neighbors, friends and fellow property owners to write or appear in perso, to oppose this change. ,• In addition to my personal appearance this letter is specific request that my property not be changed. In fact, I request that my zone reflect the 60,000 • pit square feet we own as rural residential.
