Surrounding land uses to the east and south, are single family homes; a church parsonage is located to the north; and to the west and across S .W. 121st is an old farm house. 2 , Water survice is available to the site from a eight inch line in S .W. 121st . Presently , both units on the property are on septid 'tank Systeffis At such time as this parcel is developed, a sewer line would have to be extended from either an existing eight inch line in S .W. Manzanita Court to the south of the property or from an eight inch line in . 119th Avenue to the east , 3 . S .W. 121st is designated on the Tigard Community Plan , 1971 as a collector street. Right-of-way for a collector is 60 feet minimum width . S .W, 121st is currently on a 50 foot right-of-way. This rezone and conditional use permit request are in keeping with the development of the area. ik Access to the duplex lots will be on a 24-foot wide paved driveway in a 30-foot easement provided by 10 feet from each duplex lot and 10 feet from Tax Lot 614, which will also use the driveway. This means five units will have access on S.W. 121st Avenue via the 24-foot wide driveway. The applicant will have the, north 30 feet of Tax Lot 614 for access deeded back to Tax Lot 600 as 10 feet is the minimum frontage required. Tax Lot 614 was originally part of Tax Lot 600 and was deeded from the applicant to the applicant's son. Since the City zoning requested is virtually the same as the existing County zoning, the question of comparing suitability of this parcel to other parcels in the City is not applicable, The impact of the rezone on adjacent properties is negligible, and the impact of an approved conditional use permit for duplexes is minimal because of the proposed size and location of the lots and the fact that the overall density is not being increased. This proposal will only have the impact on public services that was anticipated by the development of the Tigard Community Plan as it conforms to that plan. • There is an elementary school within 2 miles and an elementary school site in the Englewood project. An intermediate school is located within 11 miles.
