Foster Road, Portland° He briefly outlined the pro je"c and the reasons for U-Haul to establish a center in this area. Fie asked for clarification of Staff Recommendation No. 4, particularly with respect to the existing building which is to be remodeled and is not subject to the conditions aimed at in Condition No. 3. Selby agreed occupancy permits should be granted on the old building without a having to meet all the requirements of Condition No. 3. Howard suggested the development be done in two phases.--the remodeling of the existing building, and the construction of the new buildings. Page 3 addresses the drainage and grading plan on the southern portion 4 of the site. This is not a detailed plan and, therefore, further technical engineering design will need to be submitted to the Public Works Director for approval prior to the issuance of Building Permits. 5. The fifth page of the Plan shows that three of the five (5) warehouse buildings will be two stories high. The Plan also indicates that the parking spaces and landscape areas exceed Code requirements. 6. Northwest Testing has been hired by the applicant to evaluate the soils condition of the site as requested at the January 22nd meeting. The report addresses the need to stabilize the warehouse foundations in certain areas. Pages 2 and 3 of the report describes the existing fill material and suggests construction methods to support building foundations. 7. Mr. Currie, the Public Works Director, has reviewed this report and finds that it is accurate, and no substantial adverse condition exists if the applicant constructs the building pads as indicated in this report. He also requests that a condition be placed on the approval of this applica4ion that the Building Department ;Director inspect the soils rehabilitation and compaction work prior to issuance of Building Permits. 8, Access to and from the site will be off Villa Ridge (a frontage road that parallels Pacific Highway) . The site is just south of the northern ingress/Ogress to Villa Ridge Road off of Pacific Highway. This lessens the direct impact on Pacific Highway. Villa Ridge is the jurisdiction of the State Highway Department. 9. Sewer and Water are on the site and have ample capacity for the proposed use. i . II. CONCLUSIONARY FINDINGS ai 1. The proposed use is compatible and the applicant has pointed out (at the January 22nd hearing) an,' Staff agrees that the subject property 1 !: location lends itself to thin type of operation and it will not adversely affect the traffic circulation or the surrounding properties. , 2. STAFF RECOMMENDATION: Staff recommends approval of the General Plan and Program with the following conditions 1. Fill southerly half of the property is covered with , a unit of debldLJ-laden fill whose thickness approaches 25 , • ft in places. The matrix of the fill appears to consist „ , mainly of brown clayey silt; however, the large content of demolition debris prevented penetration and sampling of the 14 unit throughout most of the area in which it was present. 2. The underlying unit of Willamette silt proved to be only a few feet in thickness, and because of the heavy debris content of the overlying fill material, and the heavy • volcanic rubble content of the underlying Boring Lava, was not easily recognized. 3. The lowermost unit of Boring Lava appears to underlie the site at shallow depth beneath the original ground sur- face. The Boring Lava is known to be heavily laden with • . volcanic debris (large boulders, scoria, etc. ) in this area. Individual clasts in the Boring Lava are known to be 6 ft or more in diameter. . , Groundwater was not encountered in the subsurface explorations. We anticipate, howeyer, that a perched water table would develop ( within the site during a prolonged season of heavy precipitation, bringing the water table to within a foot or two of the ground surface. Proposed Construction We understand that the site is to be . . developed into a series of one-story miniwarehouses in which bearing walls and independent column footings will be of light to moderate magnitude. ' .4 Conclusions and Recommendations From our review of the circum- stances of this project we draw the following principal conclusions: 1. The upper unit of loose-dumped fill material, although undoubtedly consolidated under , its present conditions of loading will undergo an additional cycle of consolidation . and settlement upon the application of further loading; con- , sequently, the fill should not be used in its present State for the support of major structures. 2. Soils which underlie the fill are either of low compres- , sibility or of such limited thickness that they may be used for direct support of all proposed structural loads. Spread footings placed directly on the upper native soil units may • be loaded to 3000 psfi With a minimum footing width of 16 III :1 _ (: inches. 1 (' U--Haul Company of Oregon March 4, 1980 Page 3 3. Building construction •inrthe fill area could conceivably be acomplished by means of several alternatives, including • (1) piling, (2) removal and recompaction, (3) surcharging, and (4) a compensated foundation. Of these systems, that of piling and a compensated foundation share the disadvantage • of requiring a structural floor slab. On the other hand, surcharging and recompaction would allow the use of grade slab floors. If piling were to be driven, they would neces- sarily be steel H-sections, because of the presence of . obstructions; even then setious doubts would surround the construction. ' 4. Because of the great depth of fill which is suspected to be present beneath some portions of the site, we believe • the best foundation procedure to be the use of the remove- . and-recompact .method. This would require construction to take place in favorable weather (because of the fine-grained nature of the fill matrix) . The construction procedure would consist of removal and stockpiling of material from a given area, followed by the placing of a structural fill in the stripped area Boulders, debris blocks, and other • unsuitable materials encountered in the course of the ( removal and replacement process should be raked to one side • . where they may be incorporated into miscellaneous site fills (e.g. , parking lots, open storage, etc. ) . This operation would then continue across the entire site until all fill in and near building areas had been, removed and recompacted. All structural fill should be spread in loose lifts not exceeding 8 inches loose thickness, with each lift thorough- ly compacted by repeated coverages of loaded hauling equip- . ment and by supplementary compaction devices where needed. The degree of compaction sought is 95 per cent of maximum density aS achieved by laboratory compaction test AASHO T-180. 401 5. Spread footings may be founded on structural fill using . contact pressures of 2000 psfi With a minimum footing Width of 16 inches. 6. Asphalt Pavement We recommend that at-Th,411t pavement be subgrade CB A of 4, Whioh yield8 the following recommended thickness in adcordance to Asphalt institute Manual MSI ' . - - U-Haul Company of Oregon March 4, 1980 Page 4 Thickness Entrance and Car Service Roads Parking • Asphalt Pavement 3-in. 2-in0 (Ore. St. Class C) Crushed Rock Base 12-in. 8-in. (Ore. St. Spec. ) Prior to placing base course the subgrade should be proof- rolled with a loaded dump truck to detect areas or pockets of unusually soft material. These should then be excavated and replaced with suitable compacted fill. 7. The presence of organic matter in the fill unit will result in the continuous generation of methane gas. Nor- mally, the gas, being lighter than air, will escape harm- . lessly into the atmosphere. Under certain conditions, how- . ever, it has been known to seep into enclosed areas where it can endanger life and property. We therefore recommend that the soil beneath all enclosed spaces be provided with per- forated collector pipes (impregnated fiber pipe, PVC, or eugivalent) , 4 inch diamteher on a 10 foot spacing. The system should be vented tp the outdoors or to the soil stack system. • • We shall be pleased to provide such additional assistance as you • may require in the balance of the design phase of this project and to aid in construction control or solution, of unforeseen con-. ditions which may arise during the constructio4 period.
