Third Avenue Portland, Oregon 97204 Re: Tigard Senior Center Dear Bill: Rather than continue making cost estimates on the subject project, the Tigard Water District, on February 24th and 25th, installed the 210 feet of 6" D.I. pipeline plus one fire hydrant. Total cost for the entire pipeline installation, including all overhead and engineering, came to $4,953.79 . This includc:d $570 for an 11/2" pressure-reducing valve, normally provided by the plumbing contractor. The Center was able to take advantage of our low pipe and fittings costs, in addition to non-union labor of the Water district. An 11/2" meter will be adequate for the Center and will pro- vide 100 GPM with excellent pressure. The P-R valve can be set to any pressure. The static pressure in that area is about 100 psi. An 11/2" meter costs $2,200. In summary, the total amount due for all fire protection and domestic water requirements is as follows: Pipeline installation. . . . . . . . . $4, 953. 79 11/2' meter. . . . . . . . . . . . . . . . . . . . . 2,200. 00 Total: $7,153.79 This is considerably less than the origir'al estimate of $11,000. He told of past discussions with Mr. Bishop and others at various times in the past 1 years, and recounted similar efforts (not all successful) in getting property owners to • cooperate in plans for streets to afford good circulation. The Fire Marshall has reviewed the general site plan and suggests that the "Deadend" driveway to the west service entrance be changed to allow a turnaround for all vehiCles. A fire hydrant shall be installed within 250' of any part of the building or the building shall be sprinkled, , . 51 The Sensitive Lands Ordinance requires that land within floodplain be designated Planned Unit Development and be b-ought before the Planning Commission for review. Our purpose is not to oppose the project but to ` bring to your attention some of our concerns regarding this project. Primarily, we are concerned with the problem of ingress and egress to this property off of O'Mara Street. Due to the hazardous nature of O'Mara Street at this corner, we feel there should be either a better plan for entry from O'Mara or possibly an alternate entry coming in on the west boundary of the proposed site. The proposed driveway as it exists on the plans enters s n blind corner. The road at this point is narrow, slopes, and directly into a bl i hampere by poo si i .ity. 'There also has been talk of linking subject project to the proposed civic center by way of a road. Would such road be a • through street at the center? If so, this would also affect this corner. Also, on the present plan there is only a 20 foot roadway shown instead of the required 30 feet. There are no sidewalks indicated on the proposed plans leading from OtMara Street to the center. We also had some questions regarding the proposed sidewalk from Hall Blvd. to the center. We understand that funds for this walk have been promised but are not clear as to whether such funds • would run.
