A2211spal_ City of Tigard. Alalleant's Reouest Approval of a change of zone classification from R-7, • Single Family Residential to PD, Planned Development District on a parcel containing approximately 5.57 0 acres, to facilitate the development of a restaurant and professional office center. Property The subject parcel is located on the southwest corner of S.W. Bull Mountain Road and Hwy. 99-W. It supports vacated cannery buildings. Surroundinpni and Land Use The area surrounding the subject site is zoned R-7, Single Family Residential, and is developed with scattered single family dwellings and agricultural uses. A church and shopping center are located north of Bull Mountain Road, and a planned residential community southwest of Beef Bend Road. Conformance with the Preliminar Community Plan The Preliminary Plan designates an extension of • Murray Blvd. through the southerly portion of the subject property. However, the Board of County Commissioners have not approved this highway corridor between Bull Mountain and Little Bull Mountain, Designated land uses include integrated and planned apartment, office and commercial development, imple- mented through planned development zoning to insure land Use compatiblity) traffics safety and design control. 4, • I , \ \• (.11 glps ng_glnalzi and Recommendation The staff finds the subject property not suited for single family development due to its proximity to High- . way 99-W. Its topography, and noise/traffic conflicts related to its location. The staff finds that the proposed "restaurant-professional office center" is an appropriate land use that can be developed in conformance with the preliminary Community • Plan, provided that a carefully designed site plan is followed for the entire project and implemented thru the requested zone classification. Access and design standards will be provided which are not available under other zone classification. It is recommended that the request be approved.
