(Wash. Co. tax map 251 lAd, tax lot 400) . STAFF FINDINGS 1. Site proposed is designated on the. Tigard Community Plan . and the Tigard Triangle, Plan (not adopted) as ticommercial- residential!' and ”office park,' respectively. , 2. The site was annexed to the City of Tigard in September, 1975, by Boundary Commission Order No 846. Subsequently, , • the lands subject to that order were recommended to be rezoned R-7 by the Tigard Planning Commission (ZC 11-75) on NoveNiber 2, 1975. 3. The site presently is vacant, but adjacent parcels are used for single family residences. Across Hampton Street is the Lamb-Weston Office Park and across 67th is a site recently approved for a commercial building. 4. Both the Tigarli Communit Plan and the Triangle Plan assume that SW Hampton St. or part of it and SW 68th will be the major streets in this area. Neither plan shows Hampton 0 extending easterly of 68th as it now does, but rather advocate vacation of that portion of Hampton, 5. Staff, in its presentation of findings with respect to Z-C 3-75 (Schultz property, across 67th from this proposal) , discussed the staffs concern about access to interior sites ' in the proposed usuper blocke. The Planning Commission, in %- that case, opted to provide half street improvements which would not foreclose the future option of closing Hampton St. east of 67th. This project will necessitate some decision with respect to that proposed street closure and vacation as the site fronts on both 67th and on Hampton in the area that would be vacated. It appears that actual vacation at this time would not be advisable in view of the fact that the southerly extension of the SW 68th Parkway has not yet been built. Staff has contacted roamers, through their architect, and found that they may agree to vacation of . REVIEW PROCEDURE When a complete application is filed with the Planning Department, the matter will be placed on the next available agenda (allowing not less than three (3) weeks for staff review, requests for additional materials, review by other agencies or depart- . ments and required pUblication and mailing of public not1ces Regular meetings of the Tigard Planning Commission are held on the 1st and 3rd Tuesdays of each month. It is necessary that the applicant or his authorized representative appear at the meeting and be available to testify and to answer any questions that may arise in the course of the public hearing. Failure to appear will result in either continuance to the next meeting or a denial of the application. Is a 41) . 4 A W V My. * L , ZONE CHANGE (1) The proposed request is to change the zone from Wahington County RU-4 Zone to Tigard City Zone 4,41 of C.P. (Commercial, Professional) to allow a use of an office complex, The parcel of land comprises approximately .5 acres .. of land, (2) The Tigard Community Plan adopted July 26 , 1971, classifies the entire Tigard Triangle area as a residential and commercila use. The Tigard Triangle Plan, not adopted by the City, does classify this parcel as an office park development. Thus , this land does comply to the intended use as described. . • , / (3) Previous studies and building trends have indicated an expanding commercial growth towards southwest Tri-County area and specifically the Tigard area. This zone change would be compatible to the trend in the area and would further expand this commercial growth. As a function of this growth it would help broaden the tax base for the Tigard community and extend the employment potential . (4) This parcel of land lies in the Tigard Triangle within close proximity to the Major freeway network of /-5 and 211 . Traffic is dispersed to the freeways through • either the Haines load interchange or the 72nd Street interchange. The subsequent development of Vatmets 4' Insurance Co. , Lamb-Westot, tincoln Investment Col , and Allstate Insurance Co. has set a trend of commercial development ih which thiS proposed zone change would be compatible. ■ (5) Our investigation has indicated no other properly zoned parcels of land in this part of Tigard Triangle which would serve an individual office facility. Other zoned areas are a part of a large lease complex but would not facilitate private owner- . ship of an office facility. (6) This Parcel of land is located in an area which, is in the process of drastic change of use. The existing residential iS primarily located to the north of this property. The traffic pattern serving this property is along 66th and Hampton Road which does not pass through established residential neighborhood. The proposed project will be screened and landscaped along adjacent residential zones . Thus, minimal impact on adjacent properties in intended by this zone change. (7) The public services required for the proposed development would be the proposed development of usual sewer, water, police and fire protection. •
