Full half street improvements shall be wade to S.W. 98th. These improvements shall be bonded for 100% of the estimated construction costs prior to issuance of any Building Permits. In addition, a bond shall be posted for 100% of the cost of water, sewer and storm drain improvements required to serve the site prior to issuance of any Building Permits. 4. The on site street improvements shall be completed prior to the issuance of Occupancy Periiits. 5. First, the applicant is proposing the 24' street be private which will not enable the City to enforce no parking regulations. Secondly, the turning radius are not - wide enough to accomodate large emergency and service vehicles. 4. Staff Analysis Staff is very concerned with the circulation pattern proposed for this site. The curve radius on the 24 foot private street are not wide enough to accomodate emergency or service vehicles. The applicant proposes the street be private with no parking on either side. If the streets are private, the City cannot enforce the no parking require- , '' merits: Staff has reviewed this proposal with Joe Gruelich of the Tualatin Rural Fire Protection District. The site slopes to the south and is grass covered with some . pine and oak trees. b. APPLICABLE PLANNING GOALS: 1. LCDC Statewide Planning Goals. a. Citizen Involvement: • Goal #1 -- The , intent of this goal is to insure the opportunity for citizens to be involved in all phases of the planning process. Land Use: Goal #2 - All applicable LCDC Goals and Guidelines, 1 ; NPO #2 policies and TigLrd Municipal Code sections were considered in review of, this application. c. Recretional Needs: Goal #8 -- The intent of this goal 1 is to provide for the recreational needs of the citizens of the community. Transportation: Goal #12 - The intent of this goal is to provide a safe, convenient and economic transportation' system. The site would be accessible via 98th and an extension of the existing SW Commercial Street. Staff would require the developer to extend Commercial Street in front of the site to connect to 98th Street to allow for better traffic circulation in the area. Full street improvements will be required on SW Commercia], and half street sA improvements will be required on, SW 98th. Staff is concerned with ``': the lack of interior circulation shown on the plan submitted by the ..R applicant. 2, NPO #2 Policies POLICY 9. Urban medium denisty residential areas will be developed with paved streets, curbs and gutters, and walkways, according to ,r City or county standards. All utilities will be placed underground. POLICY 10. development will coincide with the provision of public . streets, water and sewerage facilities. These facilities shall be (a) capable of adequately serving all intervening properties as well as the proposed development; and (b) designed to meet City or county • standards. ` POLICY ll. Planned unit development will be encouraged on tracts large enough to accomodate ten or more dwellings. Planned unit development will permit a degree of flexibility in design that will enable a higher quality of development in accordance with zoning standards. POLICY 12. Site plans will provide for adequate open space to (a) protect adjacent properties; and (b) provide ample yard space for residents and play space for youngsters. POLICY 13. High design standards will be established for signing and appearance, including he landscaping of setback areas and the designation of access points. The applicant's development will average 9 units per acre. Staff will require that the site improvements are constructed to City ► standards. The applicant has not made adequate provisions for recreational open space for the residents. Although each unit has an individual yard, the amount of land available for each unit is too small to be used for recreational activities. Perhaps a large common area would better serve the residents. 3. Tigard municipal .Code Section 18.56.015 addresses preliminary plan report preparation and submittal: The applicant has not submitted all of the information required in this section for approval. Although the Planned Development allows some flexibility, at least 24' street width is necessary to accomodate emergency vehicles. The applicant is .proposing some 18' wide, streets. 4. Staff An:,dlysis • Staff is very concerned with the circulation pattern proposed for this site. The streets proposed are not wide enough to accomodate emergency or service vehicles, or backing or maneuvering of resident's automobiles. The applicant proposes the streets be private with no parking on either side. If the streets are private, the City cannot enforce the no parking requirement. Staff has reviewed this proposal with Joe Gruelich of the Tualatin Rural Fire Protection District. Mr. Gruelich indicated that the fire vehicles would not be able to access this site. Staff would propose that this site may be better served with a loop street connecting Commercial to ' i 98th with cul-de-sacs off the loop street. Streets should be at least 24', wide whether public or private. However, a 24' wide street will not accomodate parking on either side so provisions would have to be made for off street parking. In addition, staff would like the applicant to address site drainage and recreation. ~ ' C.
