The applicant stated that, at this time, they wanted to request only Preliminary Plan Review by the Planning Commission. It was concluded by the Planning Director that all of these concerns can be addressed and reviewed by staff and the Planning Commission when the General Plan, Preliminar . If the LID is formed, staff would consider allowing the developer to . participate in the LID to make the required improvements. 2. NPO #7 Policies . . . Eclisz_2. The maximum overall density of development will be 12 - dwelling units or 29 persons per gross acre. This amounts to a standard . of 2,500 square feet of land per dwelling unit allowing for streets , and other open space. Some areas will have a lower density owing to . , . topography or existing development patterns. Policy 10. Urban medium-density residential areas will be developed with paved streets, curbs and gutters, and walkways, according to city or county standards. All utilities will be placed underground. --• . Policy 11. Development will coincide with the provision of public . . streets, water and sewerage facilities. Planned unit development will permit a degree of flexibility in design that will enable a higher quality of development in accordance with zoning standards. The applicant's development will average 9 units per acre. The site will be developed to City standards for all public improvements. The A-12PD designation will permit a great amount of flexibility in terms ,.. i i of the type and mix of units constructed, and some flexibility in terms of public improvements. • • 3 Tigard Municipal Code . . • Section 18.56.020 addresses preliminary plan report preparation and Submittal. The applicant has not submitted all of the information required in this section for approval. Specifically, the applicant did not address the floodplain or public iMproveMentS in enough detail • , to enable staff to adequately revieW the project. - . Section 18.57.060 requires a Sensitive Lands permit application for any development in the floodplain. AS of the writing of this report, the applicant had not filed this application. 4. Staff AnalYsis t t In reviewing the development proposed for this site, the Staff has several concerns. toirst relative to street improvements and parking the applicant has proposed some private streets which are 24' wide , and not Wide enough to accommodate off-street parking. Staff ha 8 SUggested ' the applicant incorporate parking bays into the design of the project, STAFF REPORT k, PD 1-82 • Page 4 I ; Staff is concerned with the improvement to SW 130th Street. First of all, the applicant shows an existing 40' right-of-way. This right-of-way is not public and staff is concerned with the disposition of this 40' strip. The applicant has agreed to dedicate an additional 10' and the Summerlake development dedicated 10' . Staff would like { to have quit claim deeds filed on the 40' strip in the middle to allow • for the improvement of the right-of-way. No sidewalks are shown on the development plan and they will be required. In addition, the development plan shows the setbacks to units measured from the curb line rather than the right-of-way line. All setbacks must be measured ' from the right-of-way line to the unit foundation. ,(' Staff supports the cottage style units proposed for this site. The design features shown such as the wood decks, dormers, broken roof lines and greenhouses make this a quality development and these features should be retained. However, staff feels that perhaps a mix of the cottage style detached units with some clustered and attached units would be more appropriate. The development proposed breaks up the available open space into small pieces that don't create a feeling of space or function as areas that can be utilized for recreation. • Summerlake Park is developing to the east of this site The applicant ;;.. shows 1.48 acres to be dedicated for park use. The Summerlake Master Plan shows tennis courts planned for this location. Staff would like the applicant to submit a layout for the tennis courts including lighting. Staff would require the developer to install the lights with the `vcreet lights for the development.
