The Planning staff interpretation of the Code does not coincide with that of the applicant. Freestanding signs are intended to be oriented toward streets from which the business obtains direct access. The fact - � that the Code prohibits off-site signs and limits outdoor advertising signs to Highway 217 and Interstate 5 supports this interpretation. With adequate visibility along Main Street, the additional height and '�� r size are not justified. The third criteria applies to businesses which ° have access to more than one street, such as a shopping center on a --� corner parcel. The ner^ice station/car wash only has access to Main Street, �� The staff recognizes the desire of business owners to take advantage of ..'`/ the advertising potential near Pacific Highway. However, the approval of signs which exceed height and size requirements will set an �`'• -! undesirable precedent fnr the downtown �rea. Policy 1l.1.1 of the F_ ` Tigard Comprehensive Plan states that in the redevelopment of downtown' "convenience, appearance and the needs of the shopping public should be primary considerations."
