President Tepedino called the meeting to order at 7:35 P.M. . The meeting was held at Fowler Junior High School In the Common 'area, 10865 S.W. Walnut St. , Tigard, Oregon. 2. ROLL CALL: PRESENT: President Tepedino, Commissioners Vanderwood, Bonn, Moen, Owens, Edin, Leverett, Jordan and Christen. STAFF: Associate Planner Elizabeth Newton, Clerk Typist Diane M. Jelderks. 3. Planning Commission minutes from April 5, 1983, were considered. Commissioner Owens moved and Commissioner. Edin seconded to approved minutes as submitted. Motion carried unanimously by members present. 4. PLANNING COMMISSION COMMUNICATION There was no communication 5. PUBLIC HEARINGS 5.1 NEIGHBORHOOD PLANNING ORGANIZATION APPOINTMENTS FOR NPO'S 5 and 7. A request by James Monroe to be appointed to NPO # 7 and John Smets to be appointed to NPO # 5. !;' ® Associate Planner Newton made staff's recommendation for approval 7, stating that the Planning Director had interviewed these individuals himself. There had been some miscommunication regarding the time for .:: the interviews and the Planning Commission representative was not in attendance. She also noted that NPO # 1 and 2 would be meeting jointly, as both NPO's do not have the minimum of seven members. PUBLIC TESTIMONY No one appeared to speak. PLANNING COMMISSION DISCUSSION AND ACTION: 0 Commissioner Vanderwood did not support appointing John. Smets to NPO # 5, explaining she had been the Chairperson for that NPO and that Mr. Smets had attended their meetings and had been disruptive. She did not feel he would be an asset to the NPO. Discussion followed. Discussion followed regarding the interview process, as the Planning , Director had been the only one to interview Mr. Smets. '. e Commissioner Moen moved and Commissioner Edin seconded to approve James Monroe to NPO # 7 and to reschedule Mr. Smets for another interview with a complete interviewing committee. Motion carried unanimously by Commissioners present. • • • • 52 SIGN CODE EXCEPTION SCE 2-83 LUMINITE SIGN CO. - KITTLESON/BRONW A request for an additional sign located at Tigard Plaza - Hall St. entrance. • Associate Planner Newton made staff°s recommendation for denial. PUBLIC TESTIMONY 0 NPO CCI comments - No one appeared to speak. Larry Derr, representing the applicant, reviewed, the layout of Tigard E Plaza, emphasizing the need for the third sign. 0 Tom Burton, tenant 302, Tigard Plaza, stated he was a land surveyor and supported having the third sign, as it would help to direct ,.: people to his office. Lloyd Jackson, Tigard Plaza Dance Center, supported having the sign so that clients could find him. 0 Kit Hammett, tenant Tigard Plaza, supported sign. He had tried placing an A-frame sign at the back of the Safeway store and it worked until someone ran over it. Dr. Harold Leistikow, DC, tenant Tigard Plaza requested the Planning Commission approve the sign as he felt his business would increase by 25 to 40%, just because of the visibility. M 0 Tina Konsten, owner Armin's Office Supply requested the Planning Commission approve the sign as she felt it would increase her walk in { business considerably co Glenda McClain, stated they had recently purchased the laundry business and supported having the sign so that customers would be able to find them. Carl, tenant with a repair shop, stated that no one could find him. With the new sign it would make it easier for everyone. a ® Larry Derr, added that the owner of the Tigard Plaza also owned the mobile home park and would be willing to remove that sign if that is what it would take to have the Tigard Plaza sign approved. He continued that the entrance behind Safeway was designed to allow trucks to parallel park for loading and unloading and still enable cars to park. There is a walk thru access as well as speed bumps. 0 Dr. Leistikow added that the majority of the truck loading and unloading was done early in the morning prior to the majority of the businesses opening. 0 Lenghty discussion followed regarding size, location and design of the proposed sign. Commissioner Vanderwood and Owens were concerned with increased traffic at that access. 0 Commissioner Moen felt that there could be better signage at the upper level instead of adding another sign. o President Tepedino and Commissioner Bonn felt there should be a condition to remove the mobile park sign or to possibly,, have the new sign's lights shut off at eleven or twelve o'clock. , 0 Commissioner Owens moved and Commissioner Bonn seconded to approve 1 the Sign Code Exception SCE 2-83 83 as being justified and to have the staff and applicant work out the final details per the sign code. Motion carried eight to one with Commissioner Moen voting no. 5.3 SUBDIVISION S 3-83 PD CENTURY 21 HOMES - LONDON SQUARE Phase II A request for a 33 lot subdivision on 2.93 acres to build 1 1/2 story single family residential cottages individually sited in the trees. The property is designated Medium-High and is zoned A-20. Located: 11900 S.W. 98th Ave. (Wash. Co. Tax Map 1S1 35CD lots 2200 & 2300) • Associate Planner Newton made staff's recommendation for approval with conditions. PUBLIC TESTIMONY • NPO - CCI Comments - No one appeared to speak • APPLICANT'S PRESENTATION - Bob Miller, Century 21 Homes, commented that he had seen a copy of the letter submitted to the Planning Commission from Southern Pacific and had talked with their field representative regarding the drainage. He stated this was a preexisting condition for at least 40 years. He questioned condition number 11. , stating that they had agreed with the public works staff to do 3/4 street improvements and now the staff report was requesting full street improvements. * CROSS EXAMINATION AND REBUTTLE " .j • Discussion followed regarding the drainage problem. Staff stated that the Public Works Director had been informed of the letter and k said they would be able to work out the situation with Southern Pacific. a Discussion followed regarding condition number 11 for full street •,› improvements. Staff stated that this condition had been added at the request of John Hagman of the Engineering Division, If the applicant reached an agreement with the Engineering Division to do 3/4 street improvements that would be satisfactory with planning staff. In addition the applicant is proposing a sign which is 16° high with a 24 square foot illuminated display area. The location,of the proposed sign is adjacent to a single family residence and a trailer court. Staff feels that a sign of this size and type is not compatible {_ with the adjacent residential land uses, violating requirements set forth in Section 1S 59.01 (a) 2, 3, 4 of the Tigard Municipal Code as outlined above.
