PINAL 00E0 No 84—_ALP0 — Page 1 • 4 The applicant proposed a third freestanding sign in the southwest corner of the property which is 16 feet in height with each face being approximately 37 square feet in size, The applicant contends that the sign is necessary to obtain adequate visibility on Pacific Highway. The sign is also intended to encourage motorists to use the southwestern entrance to the shopping center, 5, Agency and NPOpommenis The Engineering Division has no objection to the proposal, The Building Inspection Office has not submitted comments, NPO #4 did not meet formally to review the request, but the chairperson did discuss the application with the members that could be reached by phone, The group expressed concern regarding the request and it was generally felt that the sigh was not appropriate, B. FINDINGS AND CONCLUSIONS The re pp levant approval criteria in this case are Statewide Planning Goals 1 and 2, and Section 18: 114,145 of the Community Development Code,. 4 . The Planning Commission concludes that the applicable Statewide Planning Goals have been satisfied based upon the following findings; • 1 Goal 1 is met because the City has adopted a Citizens Involvement program including review of all development applications by a Neighborhood Planning Organization (NPO) , In adliti.on, all public notice requirements were met, 2. The third criteria (c,) applies when an additional sign is requested due to access to more than one street, 3. The exception criteria allow for a second sign if a business has • access from more than one street. The Plaid. Pantry has frontage • on Pacific Highway and secondary access through the center to 78th Avenue is available. The store will have a wall sign and a section on the Crossroads Shopping Center sign which are oriented towards Pacific Highway, not 78th Avenue. This sign will also be intended for Pacific Highway traffic, 1 4, The exception for the shopping center sign (SCE 3-84) W s proposed and approved basil upon the rationale that supplemental sign area :. was necessary to Jequately advertise the individual tenants, 1 .f 5, This proposal will establish a third free standing sign for the center and a third sign for Plaid Pantry that is oriented toward Pacific Highway.
