No one spoke in opposition. b. Mr. Paul Hiransombooh and Ron IClemp, applicants, testified in favor of the requeat. c. Commissioner Pletcher asked if they intended to landscape. d. 'Mr. Klemp stated that the slope of the land would prevent them from adding an addition r to the east. i. Public hearing was closed. 30 Commission Discussion and Action as Commissioner Whittaker asked if the first condition could be changed to read Planning Commission, instead of Planning Department. by Ray nangila explained that the zoning ordinance has requirements for landscaping in the M-4 zone. c. Commissioner Goslin asked if the zoning ordinance • had a time period in which the landscaping had to be done. d. Mr. Hiransomboon explained that a company had . been contracted to do the landscaping. e. Commissioner Whittaker asked what the Highway Department' s intention is in the area. f. Ray Rangila explained that the City had received a letter from the State Highway Department which stated they were taking a closer look at the intersection of Hwy. 217 and 72nd Ave. g. Mr. Ron Klemp explained that the State Highway Department has already reserved the land needed for an on and off ramp in that area. P h. Commissioner Whittaker expressed concern about setting a precedent in allowing a building so • close to the highway. i. Commissioner Nicoll_ stated that he felt that screening along the highWay would be impossible. J. Mr. Meyer* explained that the mobile home sales facility would be an interim use. e. Public hearing was olosed. 3. Commission Discussion and Action a. Commissioner Nicoll stated that he was opposed to approving the request because he had visited another of the applicant's • lots (Division St. ) and found it to have • poor landscaping, too many units, and only 3 skirted units. b. Mr. Mahony stated that land USe controls in the area of their Division Street lot were weak. c. ivir Meyer stated that they would comply with all the conditions the staff recommended, but they couldn't regulate the week days the units might be delivered. d. Mra Mahony said that 65 per cent of the units would go directly from the manufacturer to the purchaser. eo Commissioner Whittaker expressed concern over the number of units that would be taken into and off of the lot per month. f. Mr. Moyer stated that an average of 3 or 4 Units would be taken in and off the lot per month. go Commissioner aoslin stated that he felt the Site *olan should be submitted to the Planning Oommii3sioninstead of the Planning Department. h. Section 180-4 of the Zoning Ordinance requires a rear yard setback of 20 feet. Location and Land Use of Subject Property The subject site is located on the north side of S.W. Hunziker Street approximately 700 feet north- west of S.W. 72nd Avenue, and supports the Hiranport .6,impany. The subject property abuts the Hwy. 217 right-of-way to the north. SurroundiEE1212111EDILLI2114222 The M-3, Light Industrial District to the west along Hunziker Street supports various industrial uses. A-2, Multi-family Residential zor-!ng across Hunziker from the subject property is dt,VelOpkd with apartments. An elementary school is located acrorl Hwy. 217 to the north. Aalicant ' s Justification ItHiranport Company is currently operating a wholesale motorcycle ac'Jessory warehouse at 7585 S.W. Hunziker Rd. which is a conforming use in accordance with M4 zone, We) now find it necessary to expand our facility. We would like to extend our existing warehouse 3 additional 24 foot bays - 71 feet in an effort to efficiently utilize our property. We have a triangular piece ground that slopes in two directions. Due to the northwestern slope and the west Side of our property being the long side of the triangle) it is natural that truck ingress and egress continue to be on the west side of the property. The infringement of our proposed addition on the 20 foot setback requirement would occur only on the northeast corner of the building. This corner would come to within 3 feet of our property line . The northwest corner would have more than 70 feet of setback. .t Enclosed: you will find a plot plan indicating proposed addition drawn by H. O. Mason and Associates, consulting 4 engineers, Robert Sherzinger, one of their engineers, has contacted Henry Brindley of the State Highway Right of Way Department concerning this matter. The Highway Department has no objections to the building coming to within 3 feet of the property line. Due to the unique position of our property and the elevation of Hwy. 217 at this point, we feel that the proposed addition would be compatible with the surround- , ing area. We intend to retain whatever trees possible along the highway side of our property and landscape in an attractive manner. Thank you for your attention and consideration to this matter. " Staff FindiEgs and Recommendation The staff finds that the requested variance and building addition will not be detrimental to present or future surrounding land uses, nor to the purposes or standards of the Zoning Ordinance and Community Plan. The staff further finds that the subject property' s shape and topography lends itself to the proposed addition. In addition, the maximum height of the proposed addition would only be between 15 and 20 feet above the pavement surface of Hwy. 217, and approximately 50 feet from the pavement. The Zoning Ordinance allows a maximum height of 75 feet in the M-4 district with conditional use approval. It is recommended that the request be approved subject to the following condition: 1. That a detailed landst-aping and tree planting plan be submitted to the Planning Dept. prior to issuance of building permits. Hiranport Company is currently operating a wholesale motorcycle accessory warehouse at 7585 S. W. Hunziker Rd. which is a conforming use in accordance with M4 zone. We now find it necessary to expand our facility. We would like to extend our existing warehouse 3 additional 24 foot bays - 71 feet in an effort to efficiently utiie our property. We have a triangular piece ground that slopes in two directions. DUe to the northwestern slope and the west side of our property being the long side of the triangle, it is natural that truck ingress and egress continue to be on the west side of the property. The infringement of our proposed addition on the 20 foot setback requirement would occur only on the north.,ast corner of the building. This corner would come to within 3 feet of our property line. The northwest corner would have more than 70 feet of setback. 1 Enclosed you will find a plot plan indicating proposed addition drawn by H. C. Mason and Associates, consulting engineers. Robert Sherzinger, one of their engineers, has contacted Henry Brindley of the State Highway Right of Way Department concerning this matter.
