The HD overlay requires that prior to development of new structures, that a review be conducted to address site develpment issues with respect to the existing historic community resource. FINDINGS ABOUT SITE a SURROUNDINGS • A. Background Information: On August 22, 1988, the City Council approved 1) a plan amendment from Light Industrial to Public Institutional for 2.89 acres of the adjacent Hambach property and the 20-foot wide accessway of the PGE property (CPA 88-03); and 2) a zone change from I-L (Light Industrial) for those portions of these two properties and also for the Durham School property from I-P (HD) (Industrial Park, Historic District Overlay) to R-12 (HD) (ZC 88-08). On October 27, 1988, the Historic Sites and Districts Committee and the Hearings Officer reviewed a proposal to construct a new classroom building of 23,830 square feet on the southern portion of the site of the Durham Elementary School (CUP 88-08, HD 88-01). Access to the new classroom building was to be developed from SW 85th Avenue through the Unified Sewerage Agency's Durham Road Wastewater Treatment Plant. The proposed expanded school use of the site contained use of the two existing school buildings with no changes to those buildings or to the developed portion of the site. The proposal was approved subject to conditions of approval. The new classroom building was occupied in September 1989. In January, 1990 the Hearings Officer approved Conditional Use Permit 89-06 which allowed installation of two temporary modular classroom buildings at the Durham Elementary School. These modular classrooms were proposed to be used until June 1992. On October 23, 1995 the Hearings Officer conducted a Public Hearing concerning a required related Conditional Use Permit for this expansion. The staff recommendation for that application was to approve the request subject to Conditions of Approval. The Hearing's Officer Final Order is presently pending expiration of the appeal period. B. Site size and shape: The gross property acreage is 8.48 acres and rectangular in shape with dimension of 274 feet along SW Durham Road and 873 feet of depth. An additional rectangular area developed as a playground adjoins a portion of the school site to the east. This playground measures 243 feet along SW Durham Road and has a depth of 519 feet. C. Existing uses and structures: The majority of the site is developed with the existing elementary school and related playground uses. The site is relatively level and contains scattered existing trees. To the north of the site are residential areas which are also zoned R-12 which are developed primarily with detached single family residences. Ill. APPLICABLE APPROVAL STANDARDS A. Community Development Code: Section 18.82.040(E) of the Community Development Code requires that prior to the construction of new structures on a designated Historic Site the Historic Sites Committee shall make the following findings concerning such a modification: 1. The purpose of the historic overlay district as set forth in Section 18.82.010; The general purposes of the historic overlay are reviewed within the following specific findings for this proposed historic site modification. 2. The provisions of the Tigard Comprehensive Plan; The Comprehensive Plan Map designates this site for Public Institutional use which is what has been proposed. The ESEE analysis of the Comprehensive Plan identifies the Historic Site Review process as being the required review measure as a protection strategy for modifications to historically designated sites. 3. The economic affect of the new structure on the historic value of the district; This addition will increase the use of this historic site as a current, active school. Newer additions to the school site were developed with varying architectural styles. It is not expected that continuing the newer architectural theme of the most recent existing expansion on the school site would devalue the historic school building due to the maintenance of a minimum of a 170 foot setback and because no changes are proposed to the historic structure itself or any of the site improvements within its immediate vicinity. 4. The visual affect of the new structure on the architectural character of the district; The new addition would maintain a minimum of a 170 foot setback. This addition continues the architectural theme of the newer school expansion which was previously developed on this site in 1989. The Historic Sites Committee previously determined that the 1989 expansion was compatible with the architectural style of the historic school building. The generalmnpatibility of the exterior design, arrimment, proportion, detail, scale, color,Wure and materials proposed to be usWn the construction of the new building or structure; This addition proposes to add onto and continue the architectural theme of the previous newer school expansion on this site. The current proposed expansion would maintain a setback of a minimum of 170 feet from the historic structure. Based on the site constraints inherent with adding onto an existing newer structure it is not feasible to develop this expansion in a matching architectural style as the historic Durham Elementary School. The design of this expansion utilizes limited remaining buildable areas on this site in a compact, efficient manner which preserves the greatest amount of setback distance possible to the historic structure. For this reason the expansion has been designed to be as compatible as possible with the historic structure given the limited areas available to develop the expansion. Due to its sitting and design it is not expected that the addition will detract from or devalue the historic structure. V. CIT&AGENCY COMMENTS 1. The South Citizen Involvement Team was notified of the proposed Historic Site review. No comments or objections to this development were received. In addition, applicant conducted a neighborhood meeting regarding this request. 2. No other comments were received by the Planning Division. VI. DECISION( The Historic Resources Committee concludes that MIS 95-0018 be approved subject to the findings contained in the staff report. It is further ordered that the applicant and the parties to these proceedings be notified of the entry of this order. FINDINGS ABOUT SITD SURROUNDINGS • A. Background Information: On August 22, 1988, the City Council approved 1) a plan amendment from Light Industrial to Public Institutional for 2.89 acres of the adjacent Hambach property and the 20-foot wide accessway of the PGE property (CPA 88-03); and 2) a zone change from I-L (Light Industrial) for those portions of these two properties and also for the Durham School property from I-P (HD) (Industrial Park, Historic District Overlay) to R-12 (HD) (ZC 88-08). On October 27, 1988, the Historic Sites and Districts Committee and the Hearings Officer reviewed a proposal to construct a new classroom building of 23,830 square feet on the southern portion of the site of the Durham Elementary School (CUP 88-08, HD 88-01). Access to the new classroom building was to be developed from SW 85th Avenue through the Unified Sewerage Agency's Durham Road Wastewater Treatment Plant. The proposed expanded school use of the site contained use of the two existing school buildings with no changes to those buildings or to the developed portion of the site. The proposal was approved subject to conditions of approval. The new classroom building was occupied in September 1989. In January, 1990 the Hearings Officer approved Conditional Use Permit 89-06 which allowed installation of two temporary modular classroom buildings at the Durham Elementary School. These modular classrooms were proposed to be used until June 1992. On October 23, 1995 the Hearings Officer conducted a Public Hearing concerning a required related Conditional Use Permit for this expansion. The staff recommendation for that application was to approve the request subject to Conditions of Approval. The Hearing's Officer Final Order is presently pending expiration of the appeal period. B. Site size and shape: The gross property acreage is 8.48 acres and rectangular in shape with dimension of 274 feet along SW Durham Road and 873 feet of depth. An additional rectangular area developed as a playground adjoins a portion of the school site to the east. This playground measures 243 feet along SW Durham Road and has a depth of 519 feet. C. Existing uses and structures: The majority of the site is developed with the existing elementary school and related playground uses. The site is relatively level and contains scattered existing trees. To the north of the site are residential areas which are also zoned R-12 which are developed primarily with detached single family residences. III. APPLICABLE APPROVAL STANDARDS A. Community Development Code: Section 18.82.040(E) of the Community Development Code requires that prior to the construction of new structures on a designated Historic Site the Historic Sites Committee shall make the following findings concerning such a modification: 1. The purpose of the historic overlay district as set forth in Section 18.82.010; The general purposes of the historic overlay are reviewed within the following specific findings for this proposed historic site modification. 2. The provisions of the Tigard Comprehensive Plan; The Comprehensive Plan Map designates this site for Public Institutional use which is what has been proposed. The ESEE analysis of the Comprehensive Plan identifies the Historic Site Review process as being the required review measure as a protection strategy for modifications to historically designated sites. 3. The economic affect of the new structure on the historic value of the district; This addition will increase the use of this historic site as a current, active school. Newer additions to the school site were developed with varying architectural styles. It is not expected that continuing the newer architectural theme of the most recent existing expansion on the school site would devalue the historic school building due to the maintenance of a minimum of a 170 foot setback and because no changes are proposed to the historic structure itself or any of the site improvements within its immediate vicinity. 4. The visual affect of the new structure on the architectural character of the district; The new addition would maintain a minimum of a 170 foot setback. This addition continues the architectural theme of the newer school expansion which was previously developed on this site in 1989. The Historic Sites Committee previously determined that the 1989 expansion was compatible with the architectural style of the historic school building. The general•npatibility of the exterior design, arr ment, proportion, detail, scale, color, texture and materials proposed to be use in the construction of the new building or structure; This addition proposes to add onto and continue the • architectural theme of the previous newer school expansion on this site. The current proposed expansion would maintain a setback of a minimum of 170 feet from the historic structure. Based on the site constraints inherent with adding onto an existing newer structure it is not feasible to develop this expansion in a matching architectural style as the historic Durham Elementary School. The design of this expansion utilizes limited remaining buildable areas on this site in a compact, efficient manner which preserves the greatest amount of setback distance possible to the historic structure. For this reason the expansion has been designed to be as compatible as possible with the historic structure given the limited areas available to develop the expansion. Due to its sitting and design it is not expected that the addition will detract from or devalue the historic structure. V. CIT&AGENCY COMMENTS 1. The South Citizen Involvement Team was notified of the proposed Historic Site review. No comments or objections to this development were received. In addition, applicant conducted a neighborhood meeting regarding this request. 2. No other comments were received by the Planning Division. VI. DECISION The Historic Resources Committee concludes that MIS 95-0018 be approved subject to the findings contained in the staff report. It is further ordered that the applicant and the parties to these proceedings be notified of the entry of this order.
