Therefore, the storage area must be separated from the U1 occupancy by an area separation wall, complying with OSSC, Sec. 5046. Please provide plans and specifications showing compliance. 4. Provide surface mounted extinguishers every 75'. If you elect to build the cabinets in the wall, they must be 1 -hour and fire blocked, or you can elect to use a cabinet such as "Fire FX" by J.L. SITE WORK: 1. Handicapped Parking: Handicapped parking at Building #1 and #2 has been revised to show the ramps moved out of the aisle as per the enclosed supplemental drawing SD -1. 2. Handicapped Parking Sign: Sign has been revised to be 7' -0" from the ground line to the bottom of the sign. The text on the sign which states the fine has been revised to read $300. See supplemental Drawing SD -2. 3. Accessible Route from the Rear Stairs: As per previous, discussions with Jim Funk and our discussion this morning, work in this area is not required due to the scope of work on this project being mostly one of deferred maintenance. FIRE AND LIFE SAFETY: 1. One Hour Corridors: As per previous discussions with Jim Funk and our discussion this morning, work in this area is not required due to the scope of work on this project being mostly one of deferred maintenance. No work will be done to the corridor walls under this contract. Owner, under separate contract, will replace all corridor entry doors. See number 2 below. 2. 20 Minute Doors: This contract does not include the replacement of any entry doors. Under a separate contract, however, the owner will replace all of the hallway entry doors with new doors. They are specified as 20 minute doors to meet the one hour assembly rating required by code and are listed in this specification for owner's future convenience and code coordination only. 3. Carport #2 Storage Area: As per our discussions, this storage area will be separated from the U -1 carport with a 2 hour area separation wall. This area separation wall complies with UBC section 504.6.4, exception 2.1, which states that the wall can terminate at the underside of the ceiling structure, rather than with a parapet. See Supplemental Drawing SD -3. Please let me know if I have misinterpreted this section. 4. Fire Extinguishers: Fire extinguishers currently exist on all floors of each hallway, easily within the 75' maximum travel distance within each hall. Provisions in this contract call for a replacement of existing extinguishers and surface mounted cabinets with new fire extinguishers and surface mounted cabinets. 5. Smoke Detectors: As per the specifications, all smoke detectors shall be battery powered only, and will not be interconnected. • STRUCTURAL: 1. Water Heater Tanks: All new hot water tanks only will be fastened to the wall with an approved seismic strap. See Supplemental Drawing SD -4. Please call if you have any questions. The memo from that meeting is also enclosed. The Villa La Paz Apartments renovation consists of the maintenance and repair of an existing apartment complex. Items of work requiring permit are few, with most of the effort being the maintenance items of re- painting and replacing carpet. As shown in the list below, most of the permitted work is that which is needed to make two units, a site path, and the parking ADA compliant. Valuation of the permitted items: $368,000 Portion of above which are ADA items: Parking ( re- striping, signage, curbcuts, etc.) 14,000 N `/ ( j f ! Present at the meeting were Jim Funk (City of Tigard) and Paul Ries (AFA). The follow -ing issues were discussed: 1. Compliance with ADA Requirements will be the Largest Portion of the Scope of Work: Jim Funk stated that as per the UBC, 25% of the budget shout) be relegated to ADA upgrades in this project. Thiypercentage would not include cost of interior improvements such as painting, storage closet repair, and other miscellaneous maintenance tasks. Funk also stated that Code Section 1113.1.1.4 should be followed in prioritizing items to improve on this project'( This code section states: "The order of improvements should be the following priority: "Parking; "Accessible entrances; "Accessible route to the altered area; "At least one accessible restroom for each sex or a single unisex restroom; "Accessible telephones; "Accessible drinking fountains; "One possible, additional accessible element such as storage and alarms." Funk further asked that AFA prepare a letter stating total cost of project, the dollar amount of construction defined by the 25% code requirement, and line item amounts of construction dollars spent on each of the priority issues defined in the code. This should be addressed as a separate letter to the City of Tigard and submitted along with the documents. 2. Smoke Detectors Required: Funk stated that smoke detectors are required as per the drawings. He will research whether they should be hardwired and interconnected or just battery powered. 3. Hallways to be Fire - rated: The corridors in each hallway need to be fire -rated as per code. Funk stated that during plan review he will be looking closely at door ratings and any ceiling penetrations. Funk also stated that it would be good if a fire extinguisher was mounted on each floor at each hallway. A surface Villa La Paz Apts. Meeting w/ Tigard Bldg. Bureau February 12, 1997 Page 2 mounted fire extinguisher and cabinet would eliminate the need for fire blocking within the walls. 4. Egress Path from Rear Stairs: Funk stated that the egress path from the rear stairs "should allow the residents a clear path to thyparking area. Rear steps as existing do not allow a path -irom stair to parking .� lot and should be revised will design pathways from these stairs. Funk stated that due to existing conditions, AA should discuss any setback requirements with Mark or Will D'Andrea in the Planning Department. 5. Plan Review Should Take about 3 Weeks: Funk stated that it will take approximately 3 weeks for him to return a plan review check list after the drawings have been submitted for permit. AFA stated that the drawings would be ready to submit to the City of Tigard early next week (week of February 17th).
