Dear Jim,
Please find attached a copy of a letter I sent to you on February 4, 1997.
In this letter, I requested written direction from you; I have yet to receive any response from you
regarding the content of this letter.
As you would be due refunds for the building permit related fees, I have been holding on to this
paperwork. If I do not hear from you within one month of the date of this letter, I will request a
refund for the appropriate fees through our finance department. As there would be no record of
this submittal, I will return all materials to you with a letter indicating a refund has been
requested. Refund checks are normally mailed out two to three weeks after a request has been
received. No sign permit fees will be refunded.
A recent site visit revealed the presence of a banner sign attached to the freestanding pole in
question. I am unable to locate any indication a sign permit was ever issued or applied for this
temporary sign. Please be advised all signs, permanent and temporary,require sign permits.
Also, banner signs shall not exceed 24 square feet in area. Our code enforcement/community
service officers have been advised of the violation and should be taking action in the near future.
Any written direction you might provide will be greatly appreciated.

Dear Jim,
I am in receipt of your sign permit application for a freestanding sign located at 11760 SW Hall
Blvd.
The request is being denied as the sign would violate the visual clearance area requirement of
Tigard Municipal Code Chapter 18.102. Since the site plan you submitted reflects an accessway
greater than 24 feet in width, and since Hall Blvd is an arterial street, the visual clearance area
shall not be less than 35 feet on each side of the intersection of the accessway and the public
street.
While the existing sign is a non-conforming sign, any alteration to the sign would necessitate
adherence to current code.
I will hold the sign permit application, building permit application, and electrical permit
application on my desk pending a response from you. If you would like to resubmit with a
different site plan, please do so at your earliest convenience. If you would like to cancel this
project, please let me know in writing so I can request a refund of the building permit fees. No
sign permit fees will be refunded should you abandon this project.
As the electrical permit application reflects wiring for two signs, it will not be processed until a
decision is made on this sign permit.

Attached are five pages of talcs related to the Wells Fargo sign at Hall Blvd in Tigard.
Everything is OK the way Plastiline designed it. Wind controls, in fact wind forces are 4 to 5
times greater than seismic forces. I have assumed that you will use the"spread footing"option,
that is a footing that is 6'-3" long by 3'-6" wide by 3'-0"thick as suggested by Plastiline.
I'll mail a copy of the talcs to you tomorrow.
