INFORMATIONAL COMMENTS: During our review we noted the following, that are not code items, but may be of interest. No response is required on the informational comments. 1. Sheet A -1, Floor Plan Key Notes, Item 6, "gravel" and Item 16, "propane" are misspelled. 2. Sheet A -1, "site plan legend," sixth entry, "wraked" is misspelled or a term of which we are ignorant. 3. Sheet A -1', "site plan legend," Item 11, "propane" is misspelled. 4. Sheet A -2, "floor plan key notes," Item 10, "ceiling" is misspelled. 5. "Disable" is the new term, by statute, replacing the term "handicapped." Sheet A -2, Floor Plan Key, Item 4 references the door schedule on sheet A -8. The door schedule appears instead on Sheet A -9. 7. Sheet S -1, Detail 2, foundation plan; there is a reference to a detail for the footing pad that is incomplete. 8. Sheet S -3, Table No. 25 -Q is now Table 23 -I -Q in the 1996 Oregon structural Specialty Code. There is another reference to the same table in "Wood," Item 7. GENERAL COMMENTS: 1. This review is based on the 1996 Edition of the State of Oregon Structural Specialty Code (1994 Uniform Building Code with Oregon Amendments) and all citations are from this code unless otherwise noted. 2. Addition Area: 3,350 square feet. Note this areas is larger than declared on the plan and include the area from the new two -hour fire wall. Occupancy: I - 1.1 Occupancy Load: 37 Type V -1 -hour Construction (unsprinkled). Stories 2. Parking 48 spaces provided. See disabled access comment number 1. 3. Drinking fountains are required for over 30 occupants and one fountain shall be provided for each 150 occupants. Please provide a fountain or provide information that this facility is in the existing building and complies. Bottom of Appendix Table A -29 -1. 4. We are unable to find any provisions for attic ventilation. Section 1505.3 requires attic ventilation. Please show how ventilation will be provided to the attic and to the cathedral ceiling portions of the roof. 5. For a building over 4,000 feet in area (this one is 29,528 square feet) the Oregon Architect's Law requires plans to be sealed by and engineer or architect. Please provide mechanical plans sealed by an architect or engineer registered in Oregon. FIRE AND LIFE SAFETY: 1. Exit illumination is required whenever the building is occupied to not less than one foot -candle as required in Section 1012.1. STRUCTURAL CO 1. Sheet S -3, "General," Floor live load is shown as 40 PSF. Table 16 -A provides 40 PSF for Hospitals, but 50 PSF for office areas. Please revise plans to accommodate 50 PSF live load in the office areas. The complex roof structure lends to drifting loads in valleys. Also the new parapet may change the drifting conditions on the existing roof Provide structural calculations showing compliance with drifting. Sections 106.3.2 and 106.3.3.1. 3. Supply copies of the prefabricated truss plans and calculations as a deferred submittal to the architect for approval, and then to the building department for review. These plans shall be sealed by an engineer as noted on Sheet S -3. Section 106. 3.4.2. 4. Special inspection is required for reinforcing steel, placement of concrete around anchor bolts, and structural welding. See Section 1701. DISABLED ACCESS COMMENTS: 1. Forty-eight parking stalls are provided. Section 1104.1 references ORS 447.233 that requires 2 disabled parking stalls. However, Section 1104.2 requires Group I, Division 1.1 Occupancies providing medical care and specializing in treatment of person with mobility impairments to have 20 percent (10 stalls) of the parking spaces accessible. An exception applies to outpatient facilities and required 10 percent (5 stalls) of the stalls to be accessible. Please provided for the additional accessible stalls or provide documentation showing that this provision should not be applied to this facility. Suggestion: Could this be a B Occupancy beyond the two -hour wall? 2. Sheets A -1 and A -2, signs for accessible parking stalls are not consistent with the standards of the Oregon Transportation Commission. A sign shall be posted at each disabled person parking stall that is visible to the person parking in the stall. The message on the sign shall read: "PARKING WITH D.M.V. DISABLED PERMIT ONLY VIOLATORS SUBJECT TO TOWING UNDER ORS 811.620 AND A FINE OF UP TO $470 UNDER ORS 811.615." An additional sign shall appear under the above sign reading: "VAN- ACCESSIBLE." These signs shall comply for color, size and character size with standards of the Oregon Transportation Commission. Section 1104.1 and ORS 447.233 (f). 3. Sheet 2.3, the standard details show lavatory installations. There is no indication that exposed pipes and surfaces under lavatories are to be insulated or otherwise covered to protect disable people from burns. Please provide for such insulation or protection. Section 1109.10.7.4. 4. All controls and hardware shall be accessible to disabled people and comply with Section 1109.3 for operation and mounting height. ENERGY CONSERVATION COMMENTS: 1. Section 1311.2 requires that documentation of the energy efficiency of the addition be supplied on forms approved by the Building Codes Administrator. There is no mention of the energy efficiency of the windows to be installed. Table 13 -F shows the required prescriptive requirements. To satisfy this prescriptive provision windows shall be at or below a U -value of 0.54. 3. Sheet S -2 Detail 1, shows the crawlspace vapor barrier as .4 mill (sic). Section 1312.1.4 requires the vapor barrier to be of 6 -mil black polyethylene or other approved material (0.4 -mil is 1 / the required thickness). The floor joists have been checked for the liVe load of 50 psf in the office areas and found to be adequate. Therefore only the General Notes on Sheet S3 need to be revised. 2. The roof intersection angle is 90 degrees in all cases. The C, factor for this intersection is 1.9. The product of this and the Pt = 14 psf (as indicated in the attached) is 26.6 psf which --, is only slightly higher than the base snow load of 25 psf. We feel, therefore, that the drifting in the valleys can be ignored. The parapet will cause a slightly higher drift, based upon our analysis (attached), and the roof plan should be revised as indicated in the attached so that the roof trusses can be evaluated for this iritzea4e. It should be noted that the drift occurs in the ..___ area of the existing roof trusses. It may be necessary to have an engineer who specializes in truss design verify if the existing misses are adequate. _ _ 3 & 4.
