The electrical plans for the new TVF &R Fire station on Walnut will be presented to the
City for plan review soon.
I have spoken by phone to the engineer, Ken Spencer, about the need to incorporate
Article 708, Critical Operating Power Systems from the 2008 Edition of the Nation
Electrical Code in the review. It is his opinion that nothing can be gained by
incorporating this section of the Code in the plans.
My obligation is to enforce the entire NEC and not discriminate against one Article
because it may or may not provide sufficient safeguard to personnel.
I am requesting your expert opinion in determining the need to enforce Article 708 as it
applies to the Fire Station.
Here is a brief outline of the requirements. It may help in determining the scope of work
necessary to bring this project into compliance with the article.
1. Art. 708.4 Risk Assessment. Conduct and identify hazards and develop
mitigation strategy.
2. Art. 708.5 Restricted Access to electrical room and equipment.
3. Art. 708 Part II Circuit Wiring and Equipment. Wiring to be installed is above
standard wiring used in remainder of structure.
4. Art. 708 Part III Power Source and Connections. Special provisions require
source of fuel to run emergency generator.
This is not an exhaustive list of requirements, but a very brief outline of the requirements,
and a careful examination of Art. 708 is necessary to gain a working knowledge of the
amount of work it will take, let alone the added cost to this project.
I would recommend careful consideration of this matter. If this is a vital structure
identified by Homeland Security, then the inclusion of Art. 708 will be a critical
requirement for National Security.
