Dear Brian Blalock,
Thank you first off, for the prompt turn around of the Clean Water Services
Admix Fire Alarm System Replacement Project. I know there was some delays, but once
the time came, and we needed the plans reviewed, it happened quickly and that helped
tremendously.
I am writing to you on behalf of Clean Water Services. There is a concern that
there may be a problem that arises regarding this project and ADA mounting heights on
devices such as manual pull stations and notification appliances. When I picked up the
approved set of drawings from your offices, there was an attached letter that stated,
among other. things, "Manual Fire Alarm activation devices shall be mounted in the
following reach ranges: Forward Reach- 15" to 48" above the floor. 1109.2.3.5 OSSC
Side Reach- 9" to 54" above the floor. 1 109.2.3.6 OSSC"
And "Visual alarms shall be located not less than 80 inches
and not more than 96 inches above the floor level."
Clean Water is worricded about this because they are installing a volunteer system
and don't believe that they are bound by these regulations. Attached are meeting notes
from a meeting that took placed on Nov. 30, 2003. In these notes, it looks like Eric
McMullen of TVFR and yourself agreed that if CWS is replacing items like for like' that
ADA rules do not apply. Clean Water is trying to stop any problems before they occur
and that is why I am writing to you now. If you could please respond to this situation, it
will put my customer at ease and hopefully reduce the possibility of problems arising
during the duration of the job.

MEETING NOTES
November 20, 2003
Present: Eric McMullen, Tualatin Valley Fire and Rescue (TVF &R)
Dan Letsom, Facilities Manager, Clean Water Services
Jennifer To, Principal Engineer, Clean Water Services
Nate Cullen, Engineering Division Manager, Clean Water Services
Fire Alarm System Plan
• Demo everything, including wire and reinstall with conduit and new devices.
• Interim —wire flow switch to Temp Notifier
• Interpretation by Eric is that we wire like a business office.
• Risk is ours for property damage. No evacuation of children, etc in hazardous
material risk situation.
• Not too concerned about a 24 -hour fire watch
• Communication is important for when wire down and back up
• OK with 3 -4 month period of out of service
• Go through City for permits, they don't do any inspections. Tualatin Valley Fire
and Rescue (TVF &R) is only concerned about call -out response.
• Brian Blalock is the City of Tigard plans examiner and Eric will consult closely
with him.
• Changes from device per device are OK; if they have the same coverage.
• Eric suspects we will have to comply with Americans with Disability Act (ADA)
and suggests we set up a meeting with Brian at Tigard to review prior to permit
process.
• Eric called Brian with the question: "If we would be bound by ADA when
changing out "like -for- like." If voluntary system, like for like, didn't need to be
ADA compliant.
• Steve Forester is the gas detection system contact at TVF &R; as well, as the
Hazardous Material expert. Eric is the new Construction Specialist.
• Review new Influent Pump Station with them at 90% (or even earlier) as a
preliminary meeting to confir m concept.

The replacement of the manual fire alarm activation devices was
discussed with the Fire marshal and Richard Rogers at the state and the
determination by them was made that the replacements could be placed in
the same location as the existing ones.
