I met with Mr. Duerr at the site_ The purpose of this site visit was to observe the rock pad which will support a 6 -inch reinforced concrete section on the north side of Building B. According to a member of the Grigsby crew, the area consisted of 8- inches of crushed rock underlain by silt. The rock was compacted with ''whackers" and a vibratory plate. The earthwork contractor stated that some pumping of the subgrade was observed during the compacting of the base rock and some soft spots were removed. I observed a proofroll of the area using a loaded front -end loader. I observed deflection of the subgrade under the loader, which left 1 to 2 -inch ruts. Using a 1/2-inch diameter steel probe I probed the rock. Penetrations with the probe indicated that the consistency of the underlying subgrade was soft to medium stiff. It is our opinion that the underlying silt was disturbed during the compaction of the rock pad and will gain strength if disturbance to the area is prevented. After discussing the situation with George Saunders of our office, we recommended reducing the disturbance to the area by preventing concrete truck traffic in this area. I met with Mr. Nick Duerr of Grigsby Construction at the site. Mr. Duerr requested that I observed the condition of the subgrade along the storm sewer being installed at the western edge of SW 74'" Avenue. The concrete pipe had been installed, the initial lift of backfill placed, and some of the compaction completed by the time of this site visit. Based on my discussions with members of the design /construction team, we understand that approximately 1 foot of stabilization /bedding rock was placed at the base of the trench excavation prior to placing the pipe and sand backfill. The storm sewer being installed is part of the half - street improvement associated with project and an extension of the existing piping coming from the east and north. Approximately 5 to 10 gallons per minute of runoff from the existing storm sewer system were present during this site visit. I was able to probe through the sand backfill in areas that had not been compacted and to observe the stabilization /bedding rock in areas where backfill had not been placed. In the areas where I could probe, I found the stabilization /bedding rock and subgrade to be relatively firm. However, it should be understood that compaction of the stabilization /bedding rock to 95 percent of ASTM D 1557 (os required by specifications) would likely not have been possible because of the runoff in the trench. Our overall opinion is that while The stabilization /bedding rock likely was not installed per specifications, the subgrade and bedding as installed will provide adequate support for the storm sewer being installed at the site. Ultimately, the contractor is responsible for the installation of the storm sewer, with the City of Tigard's final evaluation based on the TV results. At the request of Mr. Duerr, l evaluated the granular backfill along the closure strips of Building A. We understand that Carlson Testing, Inc. has completed compaction tests of the granular backfill, with Tess than 95 percent compaction relative to ASTM D 1557. I probed the surface of the gravel using a footing probe. I observed minimal penetration of the probe under my full body weight. The purpose of this site visit was to observe the preparation of pavement subgrade. Mr. Duerr requested that [observe the subgrade along the west side of Building B. I observed an approximately 8 -foot wide area with soft subgrade. Based an the exposed excavation at the northwest corner of Building B and our prior observations, the footing excavation extended out to approximately 8 feet, Based on my observations, the backfill above the footing drains consist of on -site silty material. The backfill does not appear to have been compacted. Mr. Duerr stated that a sidewalk would be constructed over the fill. As indicated in our geotechnical engineering report, all backfill placed in building, pavement and sidewalk areas should be compacted as structural fill. Accordingly, I recommended to Mr. Duerr that the soft, uncompacted material be removed and replaced with structural fill. Base on the current wet winter period, imported granular material will have be used for structural fill_ I observed two small (less than 5 feet in diameter) spots west of area where the prepared base rock was pumping under the dump truck traffic. I recommended to the earthwork contractor and Mr. Duerr that these areas be overexcavated to firm material, geotextile placed and backfilled with imported granular material before the size of the areas increase from the truck traffic. Mr. Duerr requested that we provide our recommendations on three topics. The topics as well as our comments and recommendations follow. 1. Clackamas Construction, Inc. (CCI, the earthwork contractor) stated that they have encountered soft subgrade in the pavement area north of Building 8. Mr. Duerr requested that we observe the condition of the subgrade. From the northeast corner of Building B, CCI had excavated for the pavements along the north side of Building B approximately 170 feet. CCI personnel stated that the cut was left between 4 and 6 inches high, with the final cut to design subgrade to be completed today. Soft subgrade was observed at two areas, as shown on the attached site plan. Based on probing, it is likely that firm material will not be encountered at design subgrade, but up to 6 inches below design subgrade. Mr. Duerr and CCI personnel requested that we evaluate following final grading. I recommended to Mr. Duerr and CCI personnel that the final subgrade not be trafficked by construction equipment. Mr. Duerr stated that they would place a geotextile on the exposed subgrade in drive isles prior to placing the base rock. The design section for the pavement is 3 inches of asphalt underlain by 8 inches of base rock. I stated to Mr. Duerr and CCI personnel that 8 inches of base rock will likely not provide adequate protection of the subgrade given the wet subgrade conditions, the wet winter period, and the amount of truck traffic required to export the cut and deliver base rock materials. I recommended that the base rock be over -built to at least 18 inches in the drive isles during the mass export and import to protect the subgrade. Mr. Duerr stated that CCI would continue the preparation of pavement areas around the northern building this week. The majority of the area will be cuts; however some areas are low and will require fill. Mr. Duerr requested our recommendations on the suitability to use cut material as structural fill in the low areas. I recommended to Mr. Duerr and CCI personnel that the on -site cut material is too wet to be used for structural fill. Options for use of the on -site material include aeration, or lime or cement amendment. Given the winter period, aeration will not be possible. Lime of cement amendment may be possible; however, the quantities are too small to make this a viable option. Therefore, and as recommended in our geotechnical engineering report, imported granular material is required to complete structural fills if the on -site materials can not be moisture conditioned for adequate compaction. CCI personnel asked if reject gravel could be used to fill in the low areas. I stated that this approach typically does not work. This depends on the amount of fill required to reach subgrade elevation. Typically, and as appears to be the case at this site, the amount of fill to achieve final subgrade elevation is relatively small. Placing thin lifts of reject material over wet, sensitive, silt subgrade results in a high risk of damaging the subgrade. As stated in our geotechnical engineering report, the initial lift should be placed thick (up to 18 inches) in the effort to protect the subgrade. Accordingly, it is our opinion that placing thin lifts of reject material is not appropriate for this site given the soil conditions and time of year. 3. Mr. Duerr stated that the electricians completed installation of electrical lines in the pavement areas between the two buildings. Trench spoils were placed on the base rock, resulting in silt- contaminated base rock. Mr. Duerr requested our opinion on the condition of the base rock in this area. Stockpiled silt was present on the base rock. In addition, the top of the base rock was mud - coated over the majority of the area. Mr. Duerr was not sure of the existing grades relative to the final base rock grades. Caving has resulted in the sidewall being 6 to 8 feet from the footing_ I recommended that the footing be surveyed in 3 points now and during open excavation. Backfill is to occur tomorrow and I recommended backfill be expedited. If material sloughs near footing we should be alerted immediately and lean mix backfill would likely be required in undermined areas. Backfill should consist of clean granular structural fill. The base of the excavation is wet, very soft silt fill. 3 -4 feet of overexcavation and stabilization with pit run rock is recommended. We should be contacted to observe excavation conditions at the building sewer connection west of the current excavation to evaluate sloughing and foundation support conditions. Upon arrival I met with Mr. Nick Duerr of Grigsby Construction. The purpose of my visit was to observe the storm sewer excavation between buildings A and B. I observed the storm connection excavation between the 2 buildings. The excavation, which was perpendicular to the two buildings, extended to about 5 fo 6 feet from the northern building. During my visit the contractor completed the excavation, with minor to moderate sloughing occurring within the bottom five feet of the excavation and moderate ground water seepage occurring at the base. They installed shoring in the excavation while I was on site According to Mr. Duerr, after installation of the utility, the excavation will be backfilled with granular, structural fill. ' Location: Tigard Report #: Arrival: . 3:30 De • arture: 4:30 Weather: Overcast Permit #: SIT 98 -0020 Purpose: Geotechnical Construction Monitoring — - I returned to the site (prior visit this morning) at the request of Mr. Duerr of Grigsby Construction. I met with Mr. Duerr at the site. Our recommendations associated with our morning site visit were previously presented in a field report. This site visit involves soft subgrade in the pavement area north of Building B, as identified in item No. 1 of our prior field report. At the time of our morning visit, the area was between 4 and 6 inches high. Indications of soft subgrade were observed at that time: however, the extent could not be determined until the cut was completed to final grade and stockpile material removed. I probed the area using a 1 /2- inch - diameter foundation probe. Given the time of the year, all subgrade is relatively wet. The combination of wet subgrade and relatively soft subgrade was observed at three locations, as identified on the attached site plan. Areas 1 and 2 contain loose material to depths of approximately 4 inches. The material below this is medium stiff_ The combination of removing 4 inches and increasing the base rock section from 8 to 12 inches should provided adequate support for the pavement. As noted to the contractor, this section will not provide adequate support for repeated construction traffic. Area 3 consists of up to 1 foot of soft subgrade in the pattern of tire ruts. I recommended that this area be overexcavated to a depth of 12 inches below the ground surface and backfilled with base rock material. I recommended that all base rock for the pavement areas be placed in a single lift to reduce the potential for damaging the silt subgrade. 1 understand that a geofextile fabric will be placed between the base rock and the silt subgrade in all pavement areas.
