The National Electrical CodeT"! Section 230 -95(c) requires an on -site test of all ground fault systems upon initial installation. 2 SUMMARY This project was initiated by Mr. Neil Kitzmann with Capitol Electric. All testing was performed by Electrical Reliability Services Field Engineers Mr. Shane Smith and Mr. Timothy Brown on Friday, June 20, 2008. Please refer to Section 5, "Results and Recommendations," for complete details of the testing. 3 EQUIPMENT TESTED AND INSPECTED 3.1 Square D 1200 Amp molded case circuit breaker, model number PG 1200, with a Micrologic 6.0A trip unit, and an S33927 neutral sensor configured as a residual ground system. 4 PROCEDURES 4.1 Ground Fault Systems 4.1.1 Visual and Mechanical inspection .1 Compared equipment nameplate data with drawings and specifications. .2 Inspected for physical damage. Usually inspected the components for errors in polarity or conductor routing. .3 Inspected neutral main bonding connection to assure: • Proper size • Ground connection was made ahead of neutral disconnect link .4 Verified that neutral sensors are connected with correct polarity. Reference No. 3083557 Page 1 07/02/2008 12:22 5032577121 CAPITOL ELECTRIC PAGE 04 4.1.2 Electrical Tests .1 Measured the system neutral -to- ground insulation resistance with the main bonding jumper temporarily removed. Contractor responsible for replacing the main bonding jumper after testing. .2 Measured pickup current by primary injection at sensor. .3 Verified the relay did not operate at 75 percent of the pickup setting. .4 Measured time delay at two points above pickup current level by injecting current into the sensor. Total trip time was electrically monitored. 5 RESULTS AND RECOMMENDATIONS The ground fault relay system was found correctly installed and operating properly. 5.1 The main bonding jumper was removed for testing purposes. It is recommended that the main bonding jumper be reinstalled prior to energization. 5.2 The grounding electrode conductor was not installed. It is recommended that a minimum of 3!0 copper cable be used for the grounding electrode conductor. 5.3 No Toad neutral conductors were installed at time of testing. The contractor is responsible for ensuring that no load neutrals are connected to ground. 5.4 Although the system operation is acceptable, if setting changes are made, it is recommended that the system be re- tested and the settings documented. 5.5 In the absence of engineered settings, pickup current and time delay settings were left at minimum for service energization. Electrical Reliability Services accepts no liability for these settings. The design engineer should be consulted for final settings. Reference No. 3083557 Page 2
