Mr. Anderson approached the counter today at 12:40PM and indicated he had not yet received his renewal notice for Business Tax. After some discussion, I presented him with a Business Tax application which he completed and submitted to my attention. After a quick view of the nature of his business, I noticed he was conducting business at his residence. I checked TIDEMARK and noticed the HOP indicated was issued in '91. I also noticed the Business Tax application indicated there were five employees involved in the business. After discussing this with Mr. Anderson, he indicated there were five employees but they never came to his residence. I provided Mr. Anderson a copy of the applicable section of our code referring to HOP Type 2s and the fact that only one outside employee /volunteer is allowed... he was not too happy and brought up all kinds of things he has had to do to satisfy the city's "ever changing rules ". Home occupations shall observe the provisions of TDC (Tigard Development Code) Chapter 18.090 (Environmental Performance Standards). 2) The home occupation shall be operated entirely within the dwelling unit and a conforming accessory structure. 3) Type II home occupations allow the following according to TDC Chapter 18.142.050: A. No more than one outside volunteer or employee who is not a principal resident of the premises. B. Storage of materials, goods and equipment which is screened entirely from view by a solid fence. Storage shall not exceed five percent of the total lot area and shall not occur within the front yard or the required side yard setback. C. Customers and clients may not visit the business between the hours of 10:00 p.m. and 8:00 a.m. and shall not generate excessive traffic or monopolize on- street parking.
