As I explained to Ms. Rhine, the appeal cannot be processed as submitted for - the following reasons: 1) Nonpayment of homeowners' dues is not an element of the Development Code which can be enforced by the City of Tigard; thus, it does not constitute grounds for appeal of a Hoene Occupation permit. 2) An appeal fee of $235 must be remitted with the appeal form.
