Terracon Consultants, Inc. provided geotechnical observation during construction of the building
addition for the WinCo Foods Store addition project in Tigard, Oregon. A representative of
Terracon was on -site periodically to observe the construction. Our site observations have been
documented in daily field reports, and a brief summary follows. The geotechnical report was
prepared by Terracon Consultants, Inc. and dated May 11, 2005. The project plans prepared by
Bruce W. Peterson NCARB Architect (Sheet S1 dated March 7, 2008) reference the
geotechnical report recommended soil improvements below foundations.
Foundation Bearing Soil Observation and Testing
A Terracon representative was onsite to observe Geopier rammed aggregate piers constructed
at the site under Permit # BUP- 2008 - 00169. As documented in our field observation reports
and in our Summary Letter dated June 17, 2008, the geopiers appeared to be constructed in
general accordance with the project plans and the recommendations in the geotechnical report.
Foundation subgrades were observed and tested by a Terracon representative and consisted of
a combination of native silty clay soils or sandy gravel with clay fill. In our opinion, the bearing
soil we observed was prepared in general accordance with the project specifications and the
recommendations in the geotechnical report.
In addition to the foundation bearing subgrades, we observed and tested the grade beam and
floor slab subgrade areas. Limited areas that were observed to be loose or disturbed were re-
compacted by the contractor. Based on our observations, it is our opinion that the floor slab and
grade beam subgrade areas were prepared in general accordance with the project
specifications and the geotechnical report.

Structural Fill Observation and Testing
A Terracon representative was periodically on -site for observation and testing of backfill of
foundations, grade beams, foundation walls, and utility trenches. Structural fill materials placed
for floor slab base course materials were also observed and tested. Backfill materials within the
building pad generally consisted of the excavated silt or silty gravel fill. Fill was compacted with
one of the following: a smooth -drum vibratory roller; vibratory plate compactor; or a backhoe-
mounted compactor in limited access areas. The base course materials consisted of imported
crushed rock fill that was compacted using the similar methods as for backfill materials. Based
on our testing and observations, it is our opinion that the structural fill observed was placed and
compacted in general accordance with project specifications.
