TOPIC: Land Use Designation: Elementary Schools
INTERPRETATION: The school is designated Public /Institution on the City Comprehensive Plan Map and
carries a General Commercial zone designation on the zoning district map. Schools are
not listed as a permitted use in the General Commercial zone and would, therefore be
considered a nonconforming use under TDC 18.132.949.D. To redevelop the site for retail
commercial use would require a comprehensive plan map change. TDC 18.10.010
requires that each development and use application be consistent with the adopted
comprehensive plan. A plan change application is subject to the requirements and plan
and zone designation existing at the time of application.
