SUBJECT: Display of Flags and Banners
Section 18.114.070 of the Community Development Code prohibits the display of "clusters of
flags ". What is a "cluster of flags "?
For the purpose of interpreting this provision, I will state that a cluster is defined as four or more
flags. Such flags shall not convey a message.
Under this interpretation, three flags are allowed on a property. In addition, national, state, and
institutional flags are allowed, provided they are properly displayed.
