DIR2001-00001 DATE: 2/23/2001 CODE SECTIONS: 18.765.070.E.1 1-TOPIC:1 Maximum Allowed Vehicle Parking INTERPRETATION: PACIFIC CREST CORPORATE CENTER /11765 SW Pacific Highway Fred Paintner, of Ankrom Moisan Associated Architects, has asked for an interpretation of code language related to the maximum allowed vehicle parking. Specifically, Mr. Paintner's firm is in the process of designing two office buildings, totaling 144,000 square feet in size, for a site at 11765 SW Pacific Highway. Planning staff have determined that the site is within parking Zone A, and that consequently, the appropriate maximum parking allowed for a general office development on the site is 3.4 parking spaces per 1,000 square feet. Per Metro standards, Zone A areas are defined as those which are within a 1/4 mile walk on public rights -of -way from 20- minute peak hour transit service lines. Based on the proposed square footage of 144,000 square feet, the maximum vehicle parking allowed would be 490 spaces. The applicants note that Section 18.765.070(E)(1) of the Tigard Development Code allows for a number of exceptions to the maximum vehicle parking calculations. These exceptions include designated carpool and /or vanpool spaces and designated disabled - accessible parking spaces. In accordance with this code section, the applicants propose to provide an additional 16 required handicapped accessible spaces and an additional 84 designated carpool spaces. The resulting number of parking spaces on the site would be 590. The applicants have also included with their request details of their proposed carpool program, including details of how the program will be marketed, administered, and enforced. Planning staff have reviewed these materials and found them acceptable. Based on the information provided by the applicant, Planning staff find that the proposed parking plan for the two office buildings at 11765 SW Pacific Highway would comply with the maximum parking requirements within the Tigard Development Code. With both buildings (144,000 s.f.),that allows us 490 parking spaces. Under exceptions to maximum parking standard 18,765.070.E.I., "The following types of parking shall not be included: c. Designated carpool/and/or vanpool spaces. d. Designated Disabled-Accessible Parking spaces". Under this exception,we propose to add(16)required handicapped spaces and approximately 84 carpool spaces. Enclosed is a copy of our carpool program which will be implemented by Panattoni Development during the Lease Agreements between the tenants. Carpoolers must carpool with the required number of members at least three days a week, at least one q Y way, to or from work. Available Spaces Carpoolers may park in designated preferential spaces, to be located closer to main employee entrances than all other employee spaces with the exception of handicapped parking spaces. In total, the project will contain 84 carpool spaces. The spaces will be distributed to new tenants on a pro-rata basis, based on tenants' respective net rentable area. Thus, tenants will receive .58 spaces per 1,000 square feet of net rentable area(total net rentable area is 144,000 SF). Further, the carpool spaces will be clearly marked"Reserved—Carpool Only". Marketing Pacific Crest property management will develop brochures, which will be distributed to the human resource departments of each tenant located within the development. Brochures are to be included as part of new employee packet. The brochure will stress personal convenience and savings resulting from the program. Partner Matching Property management will provide a matching service that will provide potential carpoolers with a list of people interested in carpooling who live near them and work at Pacific Crest Corporate Center. Employees can then contact the individuals on the list and make their own decisions about whether to form a carpool. Each potential carpooler must given his or her written consent to be included in Pacific Crest's carpool matching service. Pacific Crest Corporate Center will develop a Carpool Matching Application to be used for this purpose. The Carpool Matching Application will also be distributed to the Human Resource Departments of each tenant, and are also to be given out as part of all new employee packets. V Verification Property management will verify information on carpool parking applications. Inaccurate applications will be denied and all carpoolers listed on the inaccurate application will be ineligible for participation in the carpool parking program for one year. Employment verification is required prior to any issuance of permits. If employment cannot be verified over the telephone by the applicant's local Human Resources Department, applicants must provide written employment verification and specific work hours on company letterhead issued from the respective Human Resources Office. Carpool parking permits are not transferable. Renewal Process Once issued, carpool parking permits will be valid for the remainder of the calendar year in which the application is granted. Renewal forms will be issued with permits Parking permit renewal forms must be submitted prior to November 30 of each year to guarantee receipt of the permit by the beginning of the following calendar year. Information regarding carpool members' names, addresses, phone numbers, work locations, and work hours must be kept current and updated in the appropriate space provided on the renewal form. The renewal form must be completed in full annually, including any changes in participants. Parking Tickets Vehicles parked incorrectly in carpool parking spaces, without a properly displayed current annual permit,will be issued a parking citation. Carpool permits must be hung from the rear-view mirror with the side showing the printed current year turned outward, hanging 2" to 4" from the bottom of the rear-view mirror. The permit should not hang below the dashboard. Property management must be able to see the permit, if not, you will be issued a parking citation. First time violators will be given a warning. All subsequent violations will result in a fine.
