A G R E E M E N T
This Agreement, made and entered into this day

of 1971, by and between the City County of

hereinafter called County and the Columbia
xxxxxxx
Region Association of Governments, hereinafter called CRAG.
WITNESSETH:
Whereas the Federal Aid Highway Act of 1970 provides
for the establishment of the Federal Aid Urban System in Metro-
politan Areas, and
Whereas funds available from the Urban. Aid Programs are
to be limited to those routes that will function as principal
arterials serving the urbanized area, and
Whereas funds are limited and can not meet all of the
urban needs, the Acts require that an area-wide system be esta-
blished and that an agent of the local governments in the urban
area be delegated the responsibility of system selection; and
Whereas CRAG was created by the cities and counties in
the Portland Urban Area to develop regional plans and coordinate
their implementation, Now Therefore Be It Resolved that the

designate CRAG as the agency to establish an urban arterial
system which will guide the expenditure of urban aid funds.
In granting this authority, it is understood that CRAG will:
1. Work closely with City officials so that CRAG
will be fully aware of the City's street and
highway needs.
2. Offer assistance, upon request, to the C tom: in

the facilities constructed from Urban Aid funds.
3. Assist the Cityin obtaining the urban aid funds

when a City project has been certified for
funding.
