Members Absent: Ruth Harshfield, and Jim Schiffer (Alternate). Staff Present: Traffic Engineer Courtney Furman, Project Manager Jeff Peck, Associate Transportation Planner Henry Miller, and Sr. Administrative Specialist Joe Patton. Others Present: Maya Keller.. 1. CALL TO ORDER Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The March 6, 2024, meeting minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. NEW ASSOCIATE TRANSPORTATION PLANNER Henry gave a brief introduction. 5. LOCUST STREET SRTS PROJECT Jeff Peck said the Locust St. project contract will go before Council and the goal is for it to start in June ending in August. Jeff noted the goal is to have the project finished by August before school starts. It includes sidewalk improvements, crosswalks, and a flashing beacon. The plan is to maintain two-way traffic with flaggers. 6. SRTS APPLICATION – 79TH AVENUE Courtney noted the SRTS Templeton/Twality project is under design. ODOT SRTS grant applications are solicited every two years and the details for the next part will come out in May. She discussed the need for improved crossings on 79th Ave., sidewalks from Durham to Bonita, on the west side, and bike lanes on both sides. 7. MOVE FOR MAY Courtney noted with the loss of the SRTS Coordinator and Dave Roth, planning for this year would be difficult. Joe will locate the calendar from last year to share it. Members will coordinate with Henry for any items/ideas they would like to help with or that are already planned. TIGARD TRANSPORTATION ADVISORY COMMITTEE April 3, 2024 Page 2 of 2 8. SAFE STREETS AND ROADS FOR ALL UPDATE Courtney gave a brief background of the plan and noted that Council approved a required resolution committing to eliminate traffic deaths and serious injuries using a safe systems approach to prioritize transportation safety. She shared the Safe System brochure. Tigard is partnering with Metro on the plan, and it will allow Tigard to apply for federal funding for safety projects. There are a variety of methods used including proactive actions to avoid future safety issues. It will include projects and strategies developed and will include extensive public outreach. The 2023 Police presentation to TTAC on the red light/speed violation cameras will be shared and includes actual footage from the cameras. A contract is in final stages for a consultant to help Tigard with the process and a project schedule was shared. 9. NON-AGENDA ITEMS A. Courtney noted that traffic safety issues can be emailed directly to her, but suggested submitting them through the Tigard Safety report website as it is tied to the GIS program and will help show where issues exist so more focus can be directed to them.
