Meeting Minutes
June 3, 2020
Members Present: Carine Arendes, George Brandt, Candi Cornils, Alan Eckert, Ben Gooley, Ruth
Harshfield (Chair), Richard Keast (Vice Chair), Serge Killingsworth (alternate), Holly Koontz,
Lonnie Martinez, Sarah Serata (alternate), and Lindsey Wise.
Members Absent: Carl Fisher.
Staff Present: Sr. Transportation Planner Dave Roth, and Sr. Administrative Specialist Joe Patton.
Others Present: TTAC Alternate Council Liaison John Goodhouse.
1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS
Teams with a call-in number provided for the public.

The March 4, 2020 meeting Minutes were unanimously approved.
4. PUBLIC COMMENT – None.
5. TTAC CALENDAR UPDATES
Dave discussed the planned topics missed due to the pandemic. Members agreed to meet in July
using MS Teams. Dave and Ruth will revise the schedule and discuss at the next meeting.
6. TSP UPDATE TTAC CAC MEMBERS
Three proposals were received, and a preferred consultant team was selected. The project will take
twelve to fifteen months to complete once awarded. Ben and George volunteered for the
Transportation System Plan (TSP) community advisory committee (CAC). More detail on the CAC
and the project will be shared at a future TTAC meeting.
7. COVID-19 TRANSPORTATION RESPONSE
Dave gave a presentation on Tigard Open Streets: Exploring the Opportunity. He shared examples
from Bend, Portland, and Seattle where streets were closed to vehicle traffic. A list of streets to
prioritize for exercise includes Grant Ave. and Johnson St. as it would provide a Fanno Creek trail
connection that does not currently exist. 79th Ave. (Durham Rd. to Hall Blvd.) is another possibility.
Starting with a pilot project of one or two locations was supported and recommended by TTAC.

8. PROJECT UPDATES
City staff are focusing on Transit Oriented Development (TOD) for the Southwest Corridor
(SWC)project. Each station in Tigard, especially the Hall Blvd. location, is under review to explore
higher densities to support the high volume of transit traffic. Tigard applied for a federal build grant
for the Hwy. 217 SWC crossing to include pedestrian and bicyclist access with urban renewal dollars
committed to cover the required local match. The SWC CDR was delayed but a public version
should be available soon. A Safe Routes To School (SRTS) grant will be sought for crosswalk
improvements and sidewalk infill at Metzger and Templeton schools. The Main Street Green Street
Phase II traffic alternatives are under development and an update from the project manager will be
provided potentially at the July meeting. The preferred Fanno Creek Trail from Bonita to about 76th
Ave. will be in the natural area and then on or adjacent to the street to Durham where it goes to 85th
and connects to the trail there.
9. INFORMATION SHARING
A. It was noted a neighbor had placed crossing flags at Satler and 98th. Dave noted a SRTS
grant application includes improvements to that crossing and on McDonald.
B. There is a free webinar, Walkability and Health: Building Strong, Vibrant and Resilient
Communities, being held on June 11 which will include how to conduct a walk audit. It is

C. The Pathfinder Genesis trail signs were noted as being a great idea. There is an area that
could use a directional sign so photos will be sent to Dave.
