Members Absent: Carine Arendes, and Lonnie Martinez. Staff Present: Tigard Police Operations Commander James McDonald, Sr. Transportation Planner Dave Roth, Senior Project Engineer Tegan Enloe, and Sr. Administrative Specialist Joe Patton. Others Present: TTAC Alternate Council Liaison John Goodhouse; Project Manage TriMet Project Manager Fiona Cundy, Rail Operations Manager Katie Brown, and Traffic and Community Affairs Josh Mahar; and Tigard resident Craig Hopkins. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held in the Red Rock Conference Room, at 13125 SW Hall Blvd. 2. INTRODUCTIONS 3. CONSIDER MINUTES The February 5, 2020 meeting Minutes were unanimously approved. 4. PUBLIC COMMENT – None. 5. TIGARD POLICE DEPARTMENT & TRANSPORTATION Operation Commander James McDonald gave a brief overview of the traffic enforcement operations. Areas of focus are derived from crash data and online complaints. One of their considerations is how to minimize potential hazards while officers enforce traffic laws. Three motorcycle officers cover six days and have regular training to complete. Crash data helps influence road design and traffic calming, but also where enforcement actions take place. Intersections with a high number of crashes include: Pacific Highway at 72nd, Hall Blvd., and Durham; Scholls Ferry at Cascade and 121st; Center St. at Greenburg Rd. Red light enforcement traffic cameras will be online again soon as the issue of electrical power connections has been resolved and ODOT has signed off on the final inspections. ODOT requires five years of crash data analysis to justify the use of red light cameras. 6. SOUTHWEST CORRIDOR CDR TriMet representatives Fiona and Josh distributed the Southwest Corridor Conceptual Design Report (CDR) and gave a presentation on the project including the regional growth concept, regional rail system, route and station locations, increased transit options, equity and housing affordability, responding to local climate goals, contributing to the local economy, project timeline, CDR, video fly-through of the proposed route, project principles, CDR engagement, TIGARD TRANSPORTATION ADVISORY COMMITTEE March 4, 2020 Page 2 of 2 overview of comments received, design elements, 2035 station ridership, station access, Tigard & Tualatin specific crossings, stations and improvements, station access projects, and ongoing design. Fiona noted they are supporting Metro and Tigard in securing funding to add pedestrian and bicyclist access to the Hwy. 217 crossing. Online SWC comments will be accepted through March 26. 7. PROJECT UPDATES The $1 million funding request to the Oregon Legislature to study Highway 99W from Barbur Blvd. to the edge of Sherwood was included in House Bill 5204. The Washington Square Regional Plan update is underway to update the original 1999 plan document. The Red Rock Creek Trails Plan received funding from Metro to support a trails master plan. Final design on four segments of the Fanno Creek Trails project are underway. Safe Routes to School and the Transportation Safety Action Plan are on the agenda for April. 8. INFORMATION SHARING A. Pride Disposal distributed flyers regarding placing garbage bins on the street rather than the sidewalk. 9.
