Room Page 1 of 2 CITY OF TIGARD TIGARD TRANSPORTATION ADVISORY COMMITTEE Meeting Minutes February 7, 2018 Members Present: George Brandt (alternate), Candi Cornils, Erik Halstead, Ruth Harshfield (alternate), Yi-Kang Hu, Don Schmidt, Elise Shearer, Robert Van Vlack, Kevin Watkins (Chair), and Lindsey Wise. Members Absent: Carl Fisher (alternate), Ben Gooley (Vice Chair), Lonnie Martinez and Joseph Vasicek. Staff Present: Mike McCarthy, Streets and Transportation Sr. Project Engineer; and Joe Patton, Sr. Administrative Specialist. Others Present: Ken Rehms. 1. CALL TO ORDER Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library, 2nd Floor Conference Room, at 13500 SW Hall Blvd. Joe recorded the roll. 2. INTRODUCTIONS 3. CONSIDER MINUTES The January 3, 2018 meeting Minutes were approved. Elise abstained. 4. PUBLIC COMMENT – None. 5. 2018 STREET PAVING AND RESURFACING PLANS Mike briefly reviewed the roads scheduled for slurry seal and those for overlay in 2018. 6. 2018 TRANSPORTATION PROJECTS Mike noted the following projects in Tigard for 2018: coordination with ODOT to scope the N. Dakota Street bridge replacement, adaptive coordination of the Durham Rd./Upper Boones Ferry corridor, replacement of the Tigard High School crosswalk, Commercial St. sidewalks, Hunziker core (Fields property) work on rebuilding Wall St. connecting to Tach Center Dr., Roy Rogers Rd. through River Terrace widening in cooperation with the county, 121st Ave. planning with construction in 2021, and planning for the north Main St. renovation. 7. FANNO CREEK TRAIL PROJECT Mike gave an overview of upcoming projects along the Fanno Creek Trail. The first meeting of the citizen advisory committee will be February 28. Followed by an open house on March 7. 8. ENGINEERING PROJECT UPDATES Mike briefly discussed the project updates. TIGARD TRANSPORTATION ADVISORY COMMITTEE February 7, 2018 Page 2 of 2 9. ELECTION Ben was elected to serve as Chair. Since he is not present to confirm his willingness to serve, Mike will contact him. There was a tie for Vice Chair between Erik and Candi. Since Erik was the runner up for Chair, it was decided to delay the official appointment until the March meeting. 10. LIAISON REPORTS – PBS, PLANNING COMMISSION A. PBS did not meet in January. The next meeting will include discussion on the Fanno Creek Trail, brainstorming on walking and cycling events, elections and the Safe Driving campaign. There was a request to develop an evaluation of the program to see if it is successful. B. The Planning Commission approved the final plans for the Fields property. Current residents expressed concern about tenants of the new apartment development parking in their neighborhood as the new trail connectivity will allow easy walking access between them. C. Some parts of the SWC DEIS info were released. Equitable housing is of concern due to past failures to protect it. The Locally Preferred Alternative (LPA) and how displace residents and businesses are compensated were also discussed. The information is available online. 11. Commercial Street will be closed to through vehicular traffic during construction. The street will remain open to pedestrians and local residents. Main Street / Scoffins Street Traffic Signal Removal The traffic signal at the intersection of Main Street with Scoffins Street was removed last week. The intersection was converted to all-way-stop operation in March of 2016, and our observations indicated that the intersection has functioned better for all modes of travel since the conversion to all-way-stop operation. Main Street at Commercial Street Crosswalk A TriMet bus recently knocked over a sign with flashing lights at the crosswalk across Main Street at Commercial Street. The street crew has replaced the post and sign, and will be reinstalling the flashing lights when replacement parts are received. Durham Square Development A developer is constructing site improvements for two commercial buildings on the property south of Durham Road between the railroad and Fanno Creek. The sidewalk on the south side of Durham Road will be closed while the contractor reconfigures it to add the driveway. East Tigard Sewer Improvements The City of Tigard and Clean Water Services have installed a new sanitary sewer line along Red Rock Creek between the railroad tracks and Hunziker Rd. Crews will be repaving Hunziker over the new connection. Fanno Creek Trail (Woodard Park to Bonita and Hall Blvd to Tualatin) The design team is surveying the future trail alignment and doing a geotechnical evaluation of potential bridge and boardwalk locations. The project will build the remaining segments of the Fanno Creek Trail from Woodard Park to Bonita Road and build a new connection from the end of 85 th Avenue (Hall Boulevard) to the Tualatin Bridge. River Terrace River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd south of Scholls Ferry Rd. Derry Dell Creek and 118th Ct Landslide and Stormwater Outfall Repair The Derry Dell at 118th storm drainage and stabilization project is nearing completion. The trail is back open, with crews planting vegetation along the trail. Contact Carla Staedter at 971-255-7726 with questions. Oak Street near 90th Avenue A contractor is installing storm and sanitary sewer pipes under Oak Street near 90 th Avenue for a new apartment complex along Oak Street. Daytime delays likely. 132nd Avenue south of Walnut Street A contractor is installing storm drainage pipes under 132 nd Avenue for new homes on the west side of 132nd Avenue south of Walnut Street. Daytime delays likely. Main Street Parking Signage The street crew has updated the parking signage along Main Street and in the other 2-Hour parking zones to clarify that the 2-hour parking zone is in effect. WES Trackway Maintenance TriMet’s contractor is making drainage improvements, ditch and vegetation maintenance, and tie and ballast replacement, and other maintenance work along the WES rail line.
