2021 CCE Year-End Report Committee for Community Engagement Annual Report 2021 City of Tigard | 13125 SW Hall Blvd., Tigard, OR 97223 | 503-718-2758 | www.tigard-or.gov |Page 1 of 3 City of Tigard Committee for Community Engagement 2021 Annual Report to the City Council Background: The Committee for Community Engagement (CCE) is responsible for oversight, accountability, and policy direction on program design for citywide community engagement activities. This includes reviewing, commenting, and making recommendations on specific plans for community input, feedback, education and information. The goal is to inspire active two-way community engagement, broad participation of diverse community members and encourage shared responsibility and ownership (community members and elected officials) to use knowledge, skills, and experience to improve the community and advance the city’s strategic vision. Annual Recap Highlights and Presentations CCE Chair: Dave Hanna CCE Vice Chair: Dolly Specht Council Liaison: Councilor Newton Team Liaison: Nadine Robinson and Nicole Hendrix Topic Highlight of Summary and Feedback January 2021 Public Safety – Riot & Public Safety Advisory Board Chief McAlpine Chief McAlpine reviewed the communications leading up to the January 7, 2021 riot and the department’s response. Committee members expressed support and appreciation for the Tigard Police Department and Chief McAlpine. Councilor Newton provided an update on the Public Safety Advisory Board. March 2021 Washington Square Regional Center Susan Shanks Community Urban Renewal Sean Farrelly and Lauren Scott City Website Kent Wyatt Overview of key findings on land use and transportation choices being presented to the community for input. In May 2021, voters would be asked whether the City Center Urban Renewal Plan should be amended to extend the life of the Plan and increase the total amount of money that can spent on projects to $42.8 million. Urban renewal is a funding tool that uses tax increment financing (revenue collected from annual tax increases and new development) from within the urban renewal boundaries to be spent on projects within those same boundaries. Kent provided an introduction to the upcoming city website change. April 2021 CCE Planning – Bylaws, Administration, Outreach CCE Gavin gave an overview of the city’s fiscal status and the creative outreach to engage residents and also create a task force to make recommendations. The committee offered nearly a dozen ideas how to communicate the city’s lack of resources—all were summarized and shared with the leadership team. Basil mentioned Natural Grocer presented about household food waste and how it significantly impacts the environment. CCE recognized the need for composting and see it as a strategy to combat greenhouse gases. Basil asked if this could be something a subcommittee could work on. Nadine commented that Brian Rager, Public Works Director has already contacted Pride Disposal about adding this service to its curbside pick-up. He also plans to continue working with Pride to help bring about a change but this could take some time. August 2021 Mid-year strategic planning Nicole Hendrix, Senior Management Analyst Nicole facilitated a brainstorming session to see what interests CCE members wanted to pursue. Those interests framed conversations around subcommittees to allow each member to choose their level of commitment and interest in a topic. Subcommittees will bring action items to the full committee for report out. September 2021 Website Subcommittees CCE discussion Onboarding CCE discussion Kent shared more information on the upcoming testing of the new city website. The beta site was tested by CCE members at the end of the month. CCE surveyed its members to determine how it can be more effective in achieving its objectives which kindled momentum and led to further discussions around subcommittees. The committee agreed to four subcommittees to start immediately: o Diversity, Equity, and Inclusion o Community engagement, outreach, and volunteerism o Communications and digital engagement o Onboarding Bhushan and Nadine met to discuss adding an onboarding process for new members. A key suggestion was that onboarding start with a 30-minute in-person introductory meeting with the team liaison, a committee member, and the new member. The meeting would give the new member an opportunity to meet existing members so that first meeting could be more comfortable. November 2021 Online Platforms Kent Wyatt and Nicole Hendrix Climate Resiliency Plan Eduardo Ramos, Management Analyst Kent walked through the new city website and shared how CCE input was incorporated into the final design. Eduardo gave an overview of the Climate Resiliency Plan and the plan’s commitment to equity. Eduardo then facilitated a brainstorming session for how to engage community throughout the climate resiliency plan process. Committee for Community Engagement Annual Report 2021 City of Tigard | 13125 SW Hall Blvd., Tigard, OR 97223 | 503-718-2758 | www.tigard-or.gov |Page 3 of 3 Looking Forward: The CCE will develop strategic goals and activities that will allow the group to provide measurements for its activities and its feedback to the City of Tigard. The goals are to bring forth topics to allow CCE members to : • Weigh in on the engagement and communications component of projects early on in the process, prior to when engagement begins. • Recommend strategies to involve partner organizations, review services and plans, participate in outreach and engagement, and provide feedback on our implementation approach. A key goal for CCE in 2022 is to build and strengthen the committee’s membership. This effort will include recruitment and onboarding of new members, creating more opportunities for community engagement as the pandemic allows, and weighing in on a comprehensive list of topics throughout the year. CCE will also focus on the active use of subcommittees to achieve the goals brought forward. The Tigard team is developing a comprehensive list of topics that CCE will cover over in 2022 that could include: • Total Tyler 311 • Climate Resiliency Planning • City Facilities Consolidation • Anti-Racism Action Plan • Council Goals • Citywide Report Card • Summer Engagement – Events, board and committee recruitment • And more!
