2022 CCE Year-End ReportCommittee for Community Engagement Annual Report 2022 City of Tigard | 13125 SW Hall Blvd., Tigard, OR 97223 | 503 -718-2758 | www.tigard-or.gov |Page 1 of 3 City of Tigard Committee for Community Engagement 2022 Annual Report to the City Council Background: The Committee for Community Engagement (CCE) convenes six times a year and is responsible for oversight, accountability, and policy direction on program design for citywide community engagement activities. This includes reviewing, commenting, and making recommendations on specific plans for community input, feedback, education, and information. The goal is to inspire active two-way community engagement, broad participation of diverse community members and encourage shared responsibility and ownership (community members and elected officials) to use knowledge, skills, and experience to improve the community and advance the city’s strategic vision. CCE Chair: Dave Hanna CCE Vice Chair: Dolly Specht Council Liaison: Councilor Newton Team Liaison: Nicole Hendrix 2022 Year-End Review In 2022, a key goal CCE pursued was to build and strengthen the committee’s membership. CCE successfully recruited seven new members bringing total membership up to 14. The addition of new members brought more diverse representation and a stronger focus on Diversity, Equity, and Inclusion to all aspects of the committee. The increase in active membership can be attributed to more robust recruitment efforts and engagement opportunities with lessened COVID -19 restrictions. Beginning January, CCE will have 12 members with Jai Raj Singh appointed to City Council and Bijeta Choudhury appointed to Planning Commission. Dolly Specht will remain on CCE while also serving on the newly established Charter Review Committee. CCE members embraced a new approach to accomplish their second goal for 2022 which was the use of subcommittees. Established in late 2021, this was the first full year subcommittees were active. Separate from main CCE meetings, subcommittees continue coordination and communication on key initiatives such as Diversity, Equity, and Inclusion; Community Outreach and Volunteerism; and Committee Onboarding. Subcommittees continue to evolve as CCE members explore interests and community needs. As described above, CCE accomplished the goals they set out to complete in 2022. Additionally, members were active participants and volunteers at community events such as the Farmers Markets and El Tigre. Lastly, CCE provided guidance on many city initiatives captured in the Meeting Highlights below. Looking Forward to 2023 A key goal for CCE in 2023 is to build and strengthen knowledge of and connection to the Tigard community. This effort will include pursuing opportunities for equitable community engagement such as neighborhood conversations/listening sessions as the pandemic allows, reviewing community resources such as public spaces, and weighing in on various plans and initiatives that will go before the community throughout the year. CCE will continue the use of subcommittees to achieve the goals brought forward. The 2023 topics include but are not limited to: • Public space inventory • Listening sessions • Boards and Committees • City Facilities Consolidation • Council Goals • Citywide Report Card • Summer Engagement – Events, board and committee recruitment • Tigard Public Service Request (Tyler 311) • And more! 2022 Meeting Highlights All meetings included subcommittee updates and open agenda in addition to key topics below. Topic Highlight of Summary and Feedback January 2022 City Charter Interpretation Kent Wyatt CCE Recruitment & Membership Nicole Hendrix Members provided perspective and valuable insight on how questions related to the City Charter should be presented and available to the community. Nicole shared updates on applicants and interview schedule for new members. March 2022 Pecha Kucha Exercise All members Police Communications & Houseless Engagement Halsted Bernard and Commander McDonald First meeting with full committee, included seven new members. Each committee member introduced themselves through a Pecha Kucha presentation. Commander McDonald and Halsted Bernard provided preliminary data on the police communications survey and on houselessness engagement. May 2022 Parks Summer Engagement Marissa Grass and Kaitlyn Leaf Marissa Grass and Kaitlyn Leaf provided an overview of parks summer engagement for feedback and opportunities for members to be involved such as for Pop Up in the Parks. July 2022 Community Resiliency Plan Emily Tritsch Emily shared analytic results of a recent survey related to climate resiliency and city efforts to have conversations through a speaker series to inform the community of transportation, energy Committee for Community Engagement Annual Report 2022 City of Tigard | 13125 SW Hall Blvd., Tigard, OR 97223 | 503 -718-2758 | www.tigard-or.gov |Page 3 of 3 Topic Highlight of Summary and Feedback CCE survey feedback Nicole Hendrix resources, and more. Members asked equity-related questions and noted some future considerations Nicole shared the CCE member satisfaction survey results which were included in the meeting packet. She hopes to do this survey annually. Overall, there is satisfaction with the group and room for improvement. Key themes include improving communication, accountability, and participation among members. September 2022 Online Service Request Portal and Phone App Nicole Hendrix Charter Review Committee Alex Richardson Nicole prompted for initial thoughts and ideas around Tyler 311 including the public name and marketing considerations. Nicole also demo ’ed the Tigard phone application. CCE members tested the website and gave input. This will be an agenda item in 2023. Alex shared background with the creation of a Charter Review Committee, what items they will cover in discussion, and those applications are currently available. She shared various ways the city has been advertising the opportunity November 2022 El Tigre Debrief & 2023 Events Leandro Barrientos and Nicole Hendrix Year End Review & 2023 Planning Nicole Hendrix Leandro and CCE members debriefed the city’s first-ever El Tigre fest noting equity considerations, parking, and infrastructure as key considerations for 2023. Nicole shared save the dates for Pride Parade, Juneteenth, and El Tigre 2023. Nicole gave an overview of the year-end report and agenda development process. CCE thanked Councilor Newton for her service as council liaison.
