Page 1 of 2 CITY OF TIGARD TOWN CENTER ADVISORY COMMISSION Meeting Minutes October 11, 2023 Members Present: Travis Diskin, Scott Hancock, Renette Hier, Adrian Hinckley (Vice Chair), Tom Murphy (Chair), Chris Sjolin, Gabe Velasquez, and Derrick Wright. Members Absent: Elise Shearer, Bob Tomasovic, and Justin Watson (Ex Officio). Staff Present: Redevelopment Project Manager Sean Farrelly, and Sr. Administrative Specialist Joe Patton. Others Present: TCAC Council Liaison Council President Yi-Kang Hu and Alternate Liaison Councilor Jeanette Shaw. 1. CALL TO ORDER Chair Murphy called the meeting to order at 6:00 pm. The meeting was held in Town Hall with a hybrid MS Teams option. 2. CONSIDER MINUTES The September 13, 2023, TCAC Minutes were unanimously approved. 3. CALL FOR NON-AGENDA ITEMS – N/A 4. PUBLIC COMMENT – N/A 5. FOLLOW UP FROM PREVIOUS MEETINGS – N/A 6. TCAC PRIORITIES FOR CITY CENTER Sean said the costs of some of the projects will be known soon, but the focus should be on which projects or programs will have the most impact. Tom recommended that Commissioners ensure all the Projects, Programs and Values they want included before moving forward. The City’s financial advisor is helping to figure out when to borrow and the amount, so completing the priorities before year end will help guide TCDA decisions. Commissioners discussed weighting of the different values contained in the column headers, allowing new Commissioners to reevaluate the priorities, adding a Visual Design column, broadening column nine by changing it to Environmental Impact, and add to column five the complimentary character of the project to what already exists and what the future vision is. Tom asked that the Projects and Programs be reviewed with recommended changes shared via email for discussion at the November meeting. 7. DOWNTOWN REIMAGINED UPDATE (CONT.) Sean noted the presentation from the last meeting was shared with Council/TCDA. He briefly reviewed the proposed Land Use and Connectivity Concepts. Commissioners asked for a document listing proposed changes. That document is planned, but Sean will move the timeline up for it. It was noted that for the Housing Strategy, the requirement to include affordability is applicable for projects requesting TIF funding, so the verbiage will be changed. TOWN CENTER ADVISORY COMMISSION October 11, 2023 Page 2 of 2 8. 3RD QUARTER GOALS/PLANNING ANNUAL REPORT Commissioners did not have any changes. Tom asked them to review the updates as the annual report will be drafted soon. Any necessary changes will be shared via email. The liaison work with the TDA will be added to the annual report. 9. NICK WILSON MEMORIAL PLAZA UPDATE Sean briefly shared the Concept drawings from the Consultant that were included in the Agenda. The existing Main St. crossing was seen as the best option, but concern was expressed regarding potential conflict between bicyclists and pedestrians. With a straighter path bicyclists may travel at higher speeds. Sean will check with the Consultant to explore methods for both Concept A and B to allow a mixed-use trail with bicyclists, pedestrians, people and recreating at the Plaza without impacting ADA access. Any preferences or additional concerns will be shared via email with Sean. 10. PROJECT UPDATES Sean briefly reviewed the updates included with the Agenda. 11. TCAC RECRUITMENT UPDATE/ OFFICERS FOR 2024 Adrian announced he will not be able to serve next year. Tom and Scott will be terming out at the end of the year. Both the Chair and Vice Chair positions will be vacant. There is still one voting position vacant and applications should be submitted before October 20, 2023. 12. LIAISON REPORTS – N/A 13. NON-AGENDA ITEMS A. Tom noted the second Open House for the Community Development department is taking place on October 18 at 5 pm in the Universal Plaza. He will share the invite via email. 14.
