Members Absent: David Burke, Richard Keast, and Derek Lawson. Staff Present: Traffic Engineer Courtney Furman, Principal Transportation Planner Dave Roth, PWE Intern Kyle Winney, and Sr. Administrative Specialist Joe Patton. Others Present: TTAC Council Liaison Jeanette Shaw. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:00 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The September 6, 2023, meeting Minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. HALL BOULEVARD HIT AND RUN FATALITY Dave shared the press release from Tigard Police regarding the investigation. As part of the Safe Streets and Roads for All (SS4A) project, the city will evaluate and develop updated procedures for post-crash press releases. As for infrastructure, better lighting at intersections in general would help improve safety, but there is no dedicated fund to install lighting. Addressing the issue through the SS4A program will help establish standard procedures. Members suggested reaching out to ODOT to see how they handle such incidents and to outreach to nearby neighbors to let them know a serious incident occurred. The Police Department will be invited to a meeting to talk about traffic enforcement. 5. EL TIGRE FESTIVAL UPDATE Dave noted this is the second annual event and it is taking place at Cook Park this year. The City is providing free bike valet parking service this year to promote biking and to reduce parking demand. The Westside Transportation Alliance will have a table and there will be a couple bike vendors with demo e-bikes for people to try. He will email members the flyer. 6. RIVER TERRACE TOUR REPORT Alan discussed the Planning Commission tour he joined. River Terrace Blvd. will continue to Beef Bend Rd. Tigard and King City will work with the county on improvements to Beef Bend Rd. There is a potential walking trail, but one lot would have to provide access for Art Rutkin School. River Terrace 1.0 and River Terrace 2.0 include commercially zoned parcels to allow for more accessible and local shopping, dining options, and services. TIGARD TRANSPORTATION ADVISORY COMMITTEE October 4, 2023 Page 2 of 2 7. TIGARD TRAILS SYSTEM PLAN – PHASE 1 Courtney said the 2011 Trails System Plan will be updated. It will be split into two phases. The first phase looks at existing conditions. A mobile data collection device will be used to provide a variety of information on the trail including condition, slope, and distance. The device will take photos that can create a street view that will be provided to Google. The data will be used for the second phase to determine what maintenance and improvements are needed on existing trails. The paved trails will be done first followed by unpaved paths as time allows. The work done with the Bike Map will help this project. The ten-minute walk analysis for trail access will be looked at in the first phase as will safety concerns. The project will also create a new trail classification system for the City. 8. TRANSPORTATION PLANNING AND FUNDING 101 Dave gave a presentation discussing topics including: complexities of serving mobility needs with many interconnected goals, multifaceted transportation modes, the inextricably link with Transportation and Land Use, the policies, rules, and regulations impacting transportation at the local, county, regional, state, and federal government levels, Decision Making Landscape, the Tigard Transportation “Solar System”, Transportation Funding, Transportation Project Investments, and What’s on the Horizon. He noted that public comment is allowed at the various levels of transportation meetings. Pie charts were used to show sources of Tigard Capital Transportation Funding and the Operations and Maintenance Funding. 9. NON-AGENDA ITEMS a) Alan noted his disappointment that a former mayor that advocated for walkability and connectivity in Tigard has chosen not to address those issues in his development plans. b) Shawne asked about the paving on Oak between 87th and 90th and whether there will be any roadway improvements. Courtney said that project was only for maintenance, but Tigard does look for opportunities to restripe and make other improvements when possible. c) Jane gave feedback that she was unable to attend the Planning Commission RT 2.0 tour, though she was able to drive out to view the areas covered. d) Maxine heard from 99W pedestrians that it is difficult to access the sidewalks. Dave and Courtney have provided feedback to ODOT and he encouraged members and the public to share their feedback at the Ask ODOT website. 10.
