Meeting Minutes
May 10, 2023
Members Present: Renette Hier, Adrian Hinckley (Vice Chair), Tom Murphy (Chair), Mandy Sharp, Elise
Shearer, Chris Sjolin, Bob Tomasovic, Gabe Velasquez, Justin Watson (Ex Officio), and Derrick Wright.
Members Absent: Travis Diskin, and Scott Hancock.
Staff Present: Redevelopment Project Manager Sean Farrelly, Project Planner Gary Pagenstecher, and Sr.
Administrative Specialist Joe Patton.
Others Present: TCAC Council Liaison Council President Yi-Kang Hu and Alternate Liaison Councilor
Jeanette Shaw.
1. CALL TO ORDER
Chair Murphy called the meeting to order at 6:00 pm. The meeting was held virtually on MS Teams.
2. CONSIDER MINUTES
The April 12, 2023, TCAC Minutes were unanimously approved.

6. RED ROCK CREEK ALIGNMENT STUDY
He gave a brief presentation showing the proposed 2-mile alignment of the Red Rock Creek Trail (RRCT)
comprised of four distinct segments: Tigard Triangle District, Hwy 217 crossing, Hunziker Core District,
and a railroad crossing. Ideally it would stay in the greenway along the creek, but that is not possible due in
part to the large elevation change along the Dartmouth to 72nd segment. He discussed the project goals, the
stakeholder workgroup (SWG) goals for engagement, the SWG composition, timeline, and desired project
outcomes. Several connections to other local trails are possible. Since the Southwest Corridor (SWC) project
is on hold, a separate Hwy 217 bridge is being considered that would not preclude the planned SWC bridge
if funding allows. Gary noted the trail project’s next step was an Open House at the Library on May 18 and
Commissioners were invited.
7. DOWNTOWN PARKING
Sean noted the proposed parking study was included with the agenda. It will be shared with the TCDA and
the reconstituted parking committee. Derek suggested Thursday or Friday and Saturday as ideal days for the
study, which will be done after Main Street Green Street Phase II is completed. A follow-up study after Ava
is open will be considered.
8. DOWNTOWN REIMAGINED BRIEFING
Sean stated the Open House last week was well attended and provided good feedback. The material will be
posted online for further feedback. He will also make a presentation to the TDA once the data is more
refined.

9. TCDA BUDGET UPDATE
Sean included the proposed budget in the Agenda packet which was approved May 1 by the TCDA Budget
Committee. It will go before Council for approval next. A new TIF-funded staff position was added.
10. PROJECT UPDATES
Sean briefly reviewed the updates included with the Agenda packet.
11. DISCUSS POTENTIAL TOUR OF TIGARD TRIANGLE
Commissioners agreed to have a tour of the Triangle on August 9 in lieu of the meeting. Commissioners
expressed interest in the RRCT alignment, tour of the Family Promise site, CPAH Red Rock Creek
Commons, the apartments approved for TIF funding at 7007 SW Hampton St., and a drive down Main St.
12. APPOINT NEW IMPROVEMENT GRANT COMMITTEE REP
Mandy is relocating out of state and will be resigning her appointment. Chris volunteered pending approval
from the city attorney that a conflict of interest would not exist. Elise offered to serve as an alternate.
13. LIAISON REPORTS
A. Derrick hosted the TDA mixer last month. There was excitement over some of the new businesses
as well as the changes to Main St.
B. Bob attended the Universal Plaza grand opening and noted it was well attended.
C. Renette enjoyed the Mayor’s State of the City event, which was well attended, and she had the
opportunity to meet Library staff.
D. Tom noted the April CHART meeting was largely devoted to developing a camping ordinance for
the City on time, place, and manner allowed for adoption by Council.
14. NON-AGENDA ITEMS
A. A TCAC Strategic Plan, to help guide Commissioners over multiple years, was discussed. The annual
goals do not allow enough time to measure the outcomes. Tom will meet with Mandy, Bob, Adrian,
and Scott to discuss preliminary steps to take in preparation for developing one.
B. Derrick brought up the topic of installing cameras in both TIF Districts to help combat vandalism.
The system installed in Universal Plaza was suggested. The topic was deferred to the June meeting
to allow time to consult with the city attorney and Police Department.
