PROPOSAL: The applicant requests to annex the three (3) properties listed totaling 2.56 acres
into the City of Tigard. The applicant is requesting approval of a four -story assisted living and
memory care facility with associated parking, landscaping, and other site improvements.
LOCATION: 9355 and 9415 SW Hall Boulevard; Tax Lots 800, 900, and 1000.
Please note: There will be no testimony received this evening.

President Hu asked if there were any additions, deletions, or corrections to the December 6,
2021 minutes; there being none, President Hu declared the minutes approved as submitted.

STAFF REPORT
Associate Planner Agnes Lindor relayed to the commissioners that the applicant has requested
that this hearing be continued to February 28, 2022 at 7 p.m.

Motion was seconded by Commissioner Jackson.
Alternate Commissioner Dick informed President Hu that she had a disclosure to make
regarding this meeting and the continued February 28 meeting. She said her family has owned
that property since 1944 so she is recusing herself. President Hu asked Alt. Commissioner Dick
to remind him about that at the February 28th meeting. She agreed to do that.
VOTE TO CONTINUE THE MEETING TO 2/28/22 at 7:00 PM PASSED 8-0

OTHER BUSINESS
Staff liaison/Asst. Community Development Director Tom McGuire asked our newest
Commissioner to introduce himself. Commissioner George Brandt told everyone a little bit
about himself, and the group welcomed him to the commission. Commissioner John Roberts
was welcomed to his second term with the Commission, and Alt. Commissioner Miranda had
joined the Commission taking the balance of former Commissioner Whitehurst·s term. That
term will expire 12/31/22- at which time Commissioner Miranda would be eligible to reapply
for that open position.

updating and modernizing the commercial, industrial and employment zones. He noted they
have some interesting policy decisions that will need to be made so they believe it would be a
good idea to form the annual joint Planning Commission/City Council meeting around those
policy questions. That will give the Planning Commission the opportunity to discuss them
directly with City Council. (The joint meeting with City Council will take place on Tuesday,
March 8.)

Commissioner Brandt had a procedural question about who he can consult between meetings if
he has questions about a case. As staff liaison to the Planning Commission, Tom McGuire said
that he would be the one to contact if anyone had questions. The commissioners are not
supposed to contact each other about anything having to do with a quasi-judicial case. There are
to be no emails or meetings amongst themselves regarding these types of cases. They may,
however, talk about any legislative case. They just need to keep in min d that any discussion
regarding quasi-judicial cases is not allowed. Tom reminded the commissioners that during the
public hearings commissioners have the opportunity to ask questions of staff, the applicants or
anyone who testifies.
