Call to Order and Roll Call The meeting was called to order at 7:03 PM, by Vice Chair Natalie Newgard. Council Liaison Excused: Council President Yi-Kang Hu Staff Present: Rick Gruen (Parks, Recreation, and Green Infrastructure Manager), Martin McKnight (Parks Supervisor), Kaitlyn Leaf (Recreation Coordinator), Justin More (Recreation Program Specialist), Melissa Heine (Recorder / Recreation Administrative Specialist II), Jessica Love (Public Works Communications Program Coordinator), Gary Pagenstecher (Community Development Project Planner) Others Present: None 2. Approval of Minutes: March 13, 2023 A quorum was not present at the time of voting. Approval moved to the May 8, 2023, meeting. 3. Comments from the Audience There were no comments from the audience. 4. Red Rock Creek Trail Update Community Development Project Planner, Gary Pagenstecher, presented the slideshow from the first stakeholders meeting of the proposed Red Rock Creek Trail. The project will be a two-mile alignment of four segments: Tigard Triangle district, Highway 217 crossing, Hunziker core district, and Red Rock crossing. Public Works Communication Update Public Works Community Engagement Coordinator, Jessica Love, will provide the following updates: • Will be presenting to City Council a proposal to rename Cook Park to Cook Family Park to dedicate the community table at Universal Plaza to former Mayor Snyder • Universal Plaza grand opening is Saturday, April 15, 2023. • Volunteer Appreciation Celebration is Sunday, April 16, 2023. • State of the City address will be on Monday, April 24, at Broadway Rose Theatre Company. • As part of the Arbor Day Tree City program, 200 saplings will be given away at the State of the City meeting. • Will be presenting a proclamation to City Council regarding Arbor Month. • Public works is partnering with Tigard-Tualatin School district for the #workready program. 6. Parks and Recreation Manager Updates Parks, Recreation and Green Infrastructure Manager, Rick Gruen, provided the following updates: • City of Tigard received its 2022 Tree City emblem for the plaque in City Hall. • City Council approved the contract for the site prep and work to begin on the Cook Park inclusive playground project. Work will take place through summer. • The City Manager approved the request to change the PRAB start time from 7:00 PM to 6:00 PM beginning in June. The bylaws will be updated to reflect changes. • The third meeting of the Citizen Advisory Committee for the Reservoir 18 project is scheduled for April 19. • New rules for downtown Tigard parks are being discussed. • There is continued discussion with the developer on the River Terrace Community Park. 7. Recreation Updates Recreation Coordinator, Kaitlyn Leaf provided the following updates: • Summer camp registration opened on April 3 and was full within four minutes. • Camp capacity cannot be raised due to space limitations. • Tigard Egg Hunt had 520 registrations with 70 on the waitlist. Ten community partners and vendors as well as ten volunteers from Tigard High School and roughly teen volunteers from the SRTS were in attendance. • Upcoming: Earth Day program on April 21, working with the school district at their multicultural event at Templeton Elementary schools. Art in the Park will be held in May. The third annual Mini Duathlon will be held at the end of May. Adult kickball starts in May. There will be a summer kickoff event featuring Micah and Me at the beginning of June. Recreation Program Specialist, Justin More provided the following updates: • Afterschool Activities begins at Twality Middle School April 11, taking place on Tuesdays and Thursdays with a science and nature themed art class. PARK & RECREATION ADVISORY BOARD MINUTES – APRIL 10, 2023 APPROVED City of Tigard | 13125 SW Hall Blvd., Tigard, OR 97223 | 503-639-4171 | www.tigard-or.gov | Page 3 of 3 • Registration is almost full for the Earth Day program and will feature a mix of activities like DIY planters, salt dough necklaces, and other activities. • Art in the Park registration reached capacity; additional participants added from the waitlist. Recreation Administrative Specialist, Melissa Heine requested approval from members of PRAB to send a questionnaire, interview, or another information gathering tool to them as she begins work on her graduate school capstone project outlining the need and process required for bringing a multi-generational community recreation center to Tigard. Capstone is due in 2024. 8. Parks Updates Parks Supervisor, Martin McKnight provided the following updates: • Parks is preparing for the grand opening at Universal Plaza. • Outreach has begun with the houseless population located at the Brown Natural Area, north of Bonita Park. • Rose City Environmental will be cleaning abandoned houseless camps along Fanno Creek. • Softball season began with Mayor Lueb throwing out the first pitch. • Soccer season will begin soon, depending on field conditions. • Work is continuing at the parking lot project on Tigard Street. • Seasonal hiring for the Parks department is underway. 9. Advocacy Items There were no advocacy items. 10. Non-Agenda Items The purchase of the Quality Inn on Highway 99W will address houselessness in the area. Camping is restricted in parks and environmentally sensitive areas. 11. Adjourn James Essenberg moved to adjourn the meeting. Carroll Dizney seconded the motion. The meeting adjourned at 7:51 PM.
