Meeting Minutes
April 5, 2023
Members Present: David Burke, Maxine Chaney, Laura Crawford, Alan Eckert, Carl Fisher, Ruth
Harshfield (Chair), Michael Hendrickson (Vice Chair), Richard Keast, Serge Killingsworth, Derek Lawson,
Shawne Martinez, and Jim Schiffer (Alternate).
Members Absent: Jane Honeyman (Alternate).
Staff Present: Sr. Project Engineer Courtney Furman, Sr. Transportation Planner Dave Roth, Safe Routes
To School Program Coordinator Hendrik Broekelschen, Assistant Transportation Planner Alec Perkins,
and Sr. Administrative Specialist Joe Patton.
Others Present: TTAC Council Liaison Jeanette Shaw, ODOT R1 Area Manager Matt Freitag, and
Washington County Senior Planner Dyami Valentine.
1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:00 p.m. The meeting was held at the Tigard Public Library
in a hybrid format using MS Teams with a call-in number provided for the public.
2. CONSIDER MINUTES
The March 1, 2023, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT – N/A
4. ODOT INFO SHARE & UPDATES
Matt Freitag gave a presentation covering the Statewide Transportation Improvement Program (STIP), the
FY24 – 27 STIP, the OR HWY 217 Construction Update, OR 99W (Pacific Highway) Construction
Preview, and Hall Blvd. ADA upgrades projects. An open house for public input on proposed ODOT’s
proposed STIP projects will occur on April 8 at the Beaverton Library starting at 11 a.m. and on April 25 at
the Hood River Taylor Fire Station starting at 4:30 p.m. An online open house is also available on their
website. The OR 99W (Pacific Highway) project from I-5 to McDonald St, starts this month and completes
in 2024. It includes filling in sidewalk gaps, new ADA ramps, new crosswalk at the Main and Johnson
intersection, improved signals, bike lanes, and repair and repave the roadway. Hall Blvd. will receive new
ADA ramps and sidewalk gap infills between Locust and Scholls Ferry as funding allows. The Hwy 217
project is intended to improve motorist safety and reduce bottlenecks. The Tigard portion will likely not
finish until 2025.
5. HALL BLVD OPEN HOUSE PREVIEW
Dave noted a workshop will take place April 6. A new online mapping tool will also be available for a couple
weeks. The consulting team will come to the June TTAC meeting and Council will receive a briefing
thereafter. A state of good repair cost estimate is tentatively set at $30 million range, however important
safety improvements including complete sidewalks, bike lanes, pedestrian crossings, transit stops, and
signage/lighting will likely require an additional investment of approximately $20 million. The city and
ODOT continue to work collaboratively toward a combined financial investment and jurisdictional transfer
of the roadway.

6. WASHINGTON COUNTY TRANSIT PLAN
Alec and Dyami gave a brief presentation that included: Project Purpose, Project Goals, Process and how it
relates to other plans/projects, Partner and community engagement approach, trends and challenges with
transit today, Building a new vision, Major elements of the study, and ext steps. Longer transit travel times
relative to auto travel is a deterrent for some people and it was noted that a trip to OMSI on public transit
took as long as riding an e-bike from Tigard. The project utilized a community ridership survey to determine
real and perceived issues leading to declining transit use within Washington County. One insight shared
related to perceived safety issues by transit riders versus non-transit riders; safety was less of a concern with
regular transit riders compared to people who do not currently use transit.
7. MOVE4MAY DRAFT SCHEDULE
Dave shared a calendar and briefly reviewed it with the committee. He noted that a printed version with
graphics will be generated and shared broadly.
8. BIKE MAP PROJECT UPDATE
Dave asked subcommittee members to submit any further notes. He will reach out for one more meeting to
review the updates. He noted that additional digital tools would be available online.
9. UPDATES/INFO
a) Dave noted there are a couple opportunities to comment on state funding for the Hall Blvd.
jurisdictional transfer. The Joint Committee on Transportation has a meeting on April 6 at 5 p.m. on
HB 3113. On April 8 PCC Sylvania will host the Joint Committee On Ways and Means at 10:00 a.m.
b) Courtney and Dave will be attending the Oregon Active Transportation Summit at the end of April.
10. NON-AGENDA ITEMS
a) . Councilor Shaw noted the Universal Plaza grand opening is on April 15 starting at 11:00 am. And
Volunteer Appreciation Day is on April 16 from 2:00 to 4:00 p.m.
b) Courtney noted the Tiedeman Ave. Multimodal Study Open House is on April 27 at 6:00 p.m. The
consultant for the project will attend the June TTAC meeting to seek feedback on different options.
c) Serge noted there is a pile of gravel along 99W that has caused several flat tires on his bicycle. Matt
recommended sending pictures and information to AskODOT@odot.oregon.gov.
d) Richard noted that Templeton has banned scooters from campus due to complaints about safety
issues off campus. The Tigard IGA with TTSD will go before Council soon and Dave and Hendrik
will reach out to TTSD to see if other solutions are possible.
e) In response to a question about the speed reduction along SW 98th, with one direction still posted at
25 MPH, Courtney noted the project is running slightly behind schedule but she will check on it.
f) One committee members noted that the pedestrian crossing flags disappeared from the intersection
of Walnut and Brookside.
